Within Deloitte S&BD, an international, multilingual team based in our offices in Brussels and in Thessaloniki is dedicated to offering consulting services to the institutions of the European Union (EU), including the majority of the Directorates-General of the European Commission and various EU agencies. The team liaises on a day-to-day basis with the EU institutions, in delivering a wide range of services, from policy design, policy evaluation, impact assessments, and analysis/strategic studies, to strategic transformation support, policy operate and implementation support. Examples of projects delivered over the recent years include: evaluations of Regulations in the areas of border management, organised and financial crime or competition policy, impact assessments in the areas of construction or space, market assessment and strategic studies in the areas of sustainability and circular economy, support for the definition and implementation of strategic objectives of EU agencies, or the implementation of EU flagship projects in the areas of international business cooperation, support to innovation, entrepreneurship and SMEs, promotion of skills.

Deloitte Consulting and Advisory is seeking an experienced Strategy and Business Design Senior Consultant to join the Belgium EU team within the Deloitte Advisory Consulting Centre (DACC). This role is tailored towards the Defence, Security and Justice sector, and offers a unique opportunity to contribute to critical European security challenges.

You will work as part of and lead an experienced, multinational and dynamic team on strategic advisory, research and innovation projects addressing complex security and defence issues at the European institutional level, with a focus on EU internal security, defence, border control, and related security domains. Additionally, this position carries responsibility for mentoring and managing junior consultants and analysts, ensuring delivery of high-quality advisory outputs.

Key responsibilities include:

• Conduct research and technical analysis: Oversee and contribute to the development of research studies and develop technical analyses to inform decision-making on EU defence, security and border management issues, cost-benefit evaluations, and risk assessments.
• Report & Study Development: Author and oversee the development of comprehensive, high-quality strategic research or technical studies, policy briefs, and advisory reports for European institutional clients.
• Team Management & Mentoring: Manage and mentor junior consultants and analysts, providing guidance on project execution, quality assurance, and professional development.
• Project Delivery: Oversee project planning, resource allocation, timeline management, and delivery of advisory outputs to institutional clients.
• Client Engagement & Stakeholder Management: Manage senior-level client relationships, lead stakeholder engagement, and present strategic findings to EU institutional decision-makers in the EU defence, security and border management area.
• Emerging Technology Integration: Leverage artificial intelligence and data analytics tools to enhance research quality, operational efficiency, and team capability.
• Quality Assurance: Ensure all deliverables meet Deloitte's quality standards and institutional client expectations.
• Knowledge Development: Contribute to thought leadership and capability building within the EU security and defence advisory space.

#OurRequirements

Key Qualifications:

• Completed university studies of at least four years attested by a university diploma of Master of Science (MSc), Master of Business Administration (MBA), Master of Arts (MA), Master of Social Sciences (MSSc) or equivalent.
• Minimum 5 years of proven professional experience following award of the Master’s degree in EU security policy, defence strategy, border management, or related fields. Key topics for example include:
• Border Checks Technologies;
• Border Surveillance and Situational Awareness Technologies;
• Information and Communication Management Technologies;
• Emerging Technologies;
• Security and defence industry; and
• Security research.
• Excellent written communication skills with demonstrated ability to produce clear, structured, and compelling strategic documents
• Strong knowledge and experience in qualitative and quantitative research, and an ability to synthesise complex information and develop evidence-based recommendations
• Ability to develop technical specifications and conduct business process analysis
• Proven track record of drafting scientific or technical research studies or reports in applied science, technology, and engineering
• Demonstrated experience managing and mentoring junior professionals in a consulting, policy, or research environment
• Ability to work independently whilst maintaining strong collaboration across teams, geographies, and organisational boundaries
• Professional fluency in English (C2 written and spoken) demonstrated by suitable certification or relevant experience; additional EU language skills are advantageous
• Excellent command of the Office package

Bonus Qualifications :

• Knowledge of emerging border surveillance and/or border management technologies
• Proficiency in artificial intelligence and data analytics tools for research, analysis, and reporting
• Experience with EU institutional processes and stakeholder engagement
• Background in security studies, international relations, public policy, or related disciplines
• Familiarity with operations of the EU Justice and Home Affairs agencies, research priorities, or border security initiatives
• Experience in cross-border or multi-country projects
• Knowledge of emerging security challenges (e.g. hybrid threats, migration, cybersecurity in border contexts)
• Project management certification at the practitioner level or higher (such as PM2, PRINCE2, PMI)
• Track record of leading cross-border or multi-country projects
• Financial acumen: Comfort with budgeting, cost tracking, and financial reporting.
