Manager- Government Advisory
This is an opportunity to
shape and deliver next-generation public finance reforms at scale, working
directly with government ministries and departments to transform how public
resources are planned, allocated, tracked, and managed. The role offers the chance
to combine public finance expertise, digital innovation, and hands-on
implementation to build solutions that improve transparency, efficiency,
accountability, and evidence-based decision-making, while contributing to
emerging areas such as climate- and gender-responsive budgeting. With exposure
to senior government stakeholders, development partners, and diverse public
sector challenges, the role also provides a strong platform to shape new
engagements, build scalable solutions, and influence the public sector transformation across India.
- Act as the primary liaison between MSC and
client ministries/departments to ensure seamless implementation, coordination,
and reporting of Digital PFM initiatives
- Work collaboratively with government teams,
technology partners, and MSC consultants to design and implement
technology-enabled public finance reforms
- Lead and support the ideation, design,
digitisation, and implementation of Digital PFM solutions, including process
reengineering, system strengthening, and data-driven decision support tools
- Conduct diagnostics, analytical research, and
assessments to identify system gaps and inform solution design and
implementation strategies
- Lead budget diagnostics and reform design
(budget credibility, classification systems, PEFA-type assessments), and support
budget formulation, execution tracking, and expenditure.
- Design and implement budget tagging systems (e.g.,
climate, gender, child, SDG-linked budgeting) and strengthen budget calendars, output/outcome-based
budgeting, and fiscal decentralisation processes
- Facilitate stakeholder consultations,
workshops, and cross-functional coordination to drive alignment across
government and partner institutions
- Engage with key stakeholders, including central/state
governments, NITI Aayog, development partners, donors, think tanks, and
private-sector actors, to support implementation and collaboration
- Lead the development of project deliverables,
including concept notes, strategy papers, analytical reports, and presentations
- Contribute to business development by
identifying opportunities within ongoing engagements and supporting proposal
development and solution articulation
- Support
knowledge management and dissemination through the development of blogs, briefing
notes, policy papers, and other knowledge products.
Requirements
Academic/ professional qualifications:
- A bachelor’s degree in technology, computer
science, economics, public finance, accounting, or public policy is required
- MBA or master’s in public finance, policy,
economics, or development studies is required. (Candidates with strong
demonstrated PFM or budgeting experience are preferred)
Experience:
- Minimum 7+ years of relevant professional experience
in the development or public sector ecosystem, including consulting firms,
think tanks, donor agencies, research organisations, technology firms, or
government (This is the minimum experience and is mandatory for the position).
- Demonstrated experience in budgeting and public financial
management is required, including budget formulation and execution, expenditure
tracking, and budget classification/coding; experience in climate-responsive or
gender-responsive budgeting and MTEF (Medium-Term Expenditure Framework)
processes is strongly preferred.
- Demonstrated experience in ideating,
designing, and implementing digital public finance or digital governance
solutions is required.
