Manager
The Opportunity:
The Ministry of Education is seeking a collaborative, analytical and results-oriented leader for the position of Manager, Financial Analysis and Reporting. Reporting within the Education Funding Branch, this position plays a key leadership role in supporting public accountability, financial stewardship and financial reporting for Saskatchewan's PreK-12 education sector.
The Manager leads a team of four Financial Policy Analysts and works closely with school division Chief Financial Officers, financial managers, ministry officials and central government partners. The position is responsible for leading the review of school division annual budgets and audited financial statements to ensure accurate, transparent and consistent reporting across the sector.
The successful candidate will be a Chartered Professional Accountant (CPA) with extensive knowledge of financial reporting, accounting standards, financial management and public-sector accountability practices. Strong leadership, relationship management, communication and analytical skills are essential. Experience leading professional staff, managing complex projects and working with multiple stakeholders in a public-sector environment will be considered strong assets.
Provides leadership and management to four staff by establishing work priorities, managing performance, supporting professional development and fostering a collaborative, inclusive and high-performing work environment.
- Oversees operating grant payments to school divisions totaling approximately $2.5 billion.
- Ensures school divisions appropriately account for and report assets, liabilities, revenues and expenses in accordance with Public Sector Accounting Standards (PSAS), provincial legislation, regulations, policies and reporting requirements.
- Monitors developments in accounting standards and financial reporting requirements. Researches, evaluates and implements changes affecting the education sector and develops guidance, policies and procedures to support consistent application across school divisions.
- Ensures accurate, transparent and appropriate public disclosure of school division financial operations by reviewing and facilitating approval of annual audited financial statements.
- Provides strategic financial advice and expertise to senior management on school division funding, financial reporting, emerging accounting issues, financial risks and sector-wide trends.
- Acts as the ministry's primary liaison with the Provincial Comptroller's Office on matters related to school division financial reporting, accounting standards, consolidation requirements and public-sector financial management.
- Promotes continuous improvement of financial reporting processes, business practices and reporting tools to strengthen efficiency, consistency and accountability across the education sector.

Technical Knowledge and Skills:
The successful candidate must be a Chartered Professional Accountant (CPA) and demonstrate advanced knowledge and experience in public-sector financial management, financial reporting and accounting policy interpretation.
The position requires:
- Extensive knowledge of Public Sector Accounting Standards (PSAS), Generally Accepted Accounting Principles (GAAP), financial statement preparation and financial statement analysis.
- Demonstrated ability to interpret and apply accounting standards, legislation, regulations, policies and procedures to support accurate and consistent financial reporting.
- Experience researching and evaluating complex accounting and financial reporting issues and providing practical recommendations to support decision-making
- Strong analytical and problem-solving skills, with the ability to interpret complex financial information and communicate technical concepts to a variety of audiences.
Advanced proficiency with Microsoft Office Suite, particularly Excel, including financial analysis, data management, forecasting and reporting.
