Job Overview

The Manager, IT is responsible for overseeing day-to-day IT operations, infrastructure reliability, project execution, and cybersecurity posture across HomeTeamNS corporate functions and its clubhouse network. Reporting to the Director of Corporate Services, the role drives operational excellence, ensures high availability of critical member-facing and internal systems, enforces rigorous data protection and cyber compliance, and manages vendor service delivery.


Key Responsibilities

  • IT Operations & Systems Delivery

    • Operationalize and execute the IT roadmap and workplans in alignment with HomeTeamNS operational goals.

    • Manage the delivery and maintenance of digital systems and applications (e.g., CRM, ERP, POS, facility booking, and mobile/web portal ecosystems) to ensure optimal uptime, member experience, and staff productivity.

    • Evaluate operational bottlenecks and user requirements, translating business needs into viable technical specifications and implementation plans.

  • Infrastructure, Cloud & Multi-Site Support

    • Oversee the organisation’s network infrastructure, ensuring high availability, performance, and security across LAN/WAN, Wi-Fi, internet connectivity, and telecommunications systems.

    • Monitor and maintain a minimum 99.9% availability for critical business applications, clubhouse POS, facility booking platforms, and core network systems across all sites.

    • Execute structured Change Management procedures, Business Continuity Plans (BCP), and Disaster Recovery (DR) testing exercises to maintain operational resilience.

  • Cybersecurity, PDPA & Audit Compliance

    • Collaborate closely with the Data Protection Officers (DPOs) to implement technical safeguards fulfilling the Protection Obligation under the Personal Data Protection Act (PDPA) and Data Protection Trustmark (DPTM) standards.

    • Coordinate operational audits, documentation, and technical remediations required for Cyber Trust Mark (CTM) certification and surveillance audits.

    • Manage cybersecurity operations, including regular Vulnerability Assessment and Penetration Testing (VAPT), incident response readiness, Call Tree exercises, and closure of internal/external IT audit findings.

  • IT Procurement & Budget Management

    • Compile Capex and Opex budgets, conduct right-sizing analyses, and track monthly budget variance/utilization.

    • Manage end-to-end IT procurement operations in strict accordance with governance policies—including drafting requirement specifications for Invitations-To-Quote (ITQ) and Invitations-To-Tender (ITT), supporting evaluation panels, and preparing Waiver of Competition / sole-source justifications.

    • Track contract utilization, renewal timelines, and hardware/software refresh cycles.

  • Vendor Management & Stakeholder Engagement

    • Supervise Managed Service Providers and external IT vendors, monitoring SLA performance, ticket resolution times, and contract deliverables.

    • Act as the primary technical liaison across corporate departments and clubhouse operational teams to troubleshoot escalations and support event requirements.

    • Support the Director in preparing management updates, technical evaluation papers, and board/committee approval submissions.

  • Team Leadership & Operational Documentation

    • Supervise and assign daily workloads for IT team members and executives, setting clear task-level targets and monitoring project milestones.

    • Maintain comprehensive technical documentation, Standard Operating Procedures (SOPs), and asset inventories to build team consistency and accountability.


Requirements

  • Education: Bachelor’s Degree in Computer Science, Information Technology, Information Systems, or a related field.

  • Experience: Minimum 5 to 8 years of relevant hands-on IT infrastructure, systems, and operations experience, with at least 2 to 3 years in a supervisory or team lead capacity.

  • Vendor & Procurement Expertise: Proven track record in managing third-party MSPs, SLA governance, and running formal public/private procurement processes (ITQ/ITT specifications and tender evaluations).

  • Technical Knowledge: Strong foundation in enterprise networking, cloud services (Azure/AWS), Microsoft 365, IT service management (ITIL), business continuity, and member-facing platforms (CRM, ERP, POS).

  • Certifications (Advantageous): CCNA/CCNP, Microsoft Certified: Azure Administrator, AWS Solutions Architect, CISSP/CISM, or ITIL v4.

  • Work Schedule: Ability to support occasional after-hours, weekend deployments, or urgent operational incident escalations when required.
