Manager of Human Resources

Position Overview

We are seeking an experienced and people-focused Human Resources Manager to lead our Human Resources department and support the people who make our mission possible. This hands-on leadership role oversees our human resources team and partners with managers and agency leadership on employee relations, recruitment, retention, compliance, benefits, performance management, and employee development.

The ideal candidate is a trusted HR professional who can balance day-to-day HR operations with strategic thinking. You should be comfortable navigating sensitive employee matters, coaching managers, developing HR processes, and using data and best practices to help build a strong, engaged, and effective workforce.

Schedule: Full-time, Exempt. Monday through Friday, 8 AM to 4PM. Schedule may vary based on organizational needs.

Key Responsibilities

  • Lead and oversee the Human Resources department, including direct supervision, coaching, development, and performance management of department staff
  • Partner with agency leadership and managers on staffing needs, recruitment, retention, workforce planning, and organizational development
  • Oversee recruitment and hiring, including applicant screening, interviewing, reference checks, job descriptions, and onboarding
  • Serve as a trusted resource to managers and employees on employee relations, performance management, attendance, workplace concerns, and agency policies
  • Lead and document employee investigations, disciplinary matters, corrective actions, and terminations
  • Support reasonable accommodations and coordinate employee leave, workers' compensation, and other employment-related matters
  • Oversee employee benefits and coordinate with payroll to ensure employee changes and personnel information are processed accurately and timely
  • Ensure HR policies and practices comply with applicable federal, state, and local employment laws and regulations
  • Develop, review, and update HR policies, procedures, forms, and processes
  • Coordinate performance evaluations and provide managers with tools and guidance for effective performance management
  • Develop and coordinate employee training, professional development, engagement, and retention initiatives
  • Monitor HR metrics and trends related to staffing, turnover, attendance, recruitment, retention, and training and provide recommendations to leadership
  • Maintain accurate and confidential personnel records and HR systems
  • Stay current on employment laws, HR trends, and best practices and recommend improvements to agency practices
