The Operations and Facilities department manages the College’s daily workplace operational activities and office resources, including office services, property management and maintenance. This team also works collaboratively with internal parties and external consultants to ensure efficient space planning, organizational operations to create secure, effective and inclusive space where people can do their best work. Having effective workspace matters more than ever as the College continues to offer a flexible work environment with staff working both in-person and online.

This role will lead operational services, trades and vendor management, and property and physical records management. You will ensure a safe, efficient, and well-managed work environment while overseeing resources that support onsite operations that work to also support staff both in-person and online. The College is currently embarking on an exciting relocation project. This role will be working with project managers, construction managers and a design team during the period of the contract.

You are detail oriented, a clear communicator, proactive change leader and you can bring teams together to foster strong relationships across the organization.

This is a single hybrid vacancy, anticipated to be a 7-month contract with an anticipated start in November 2026. This role will require the successful candidate to work onsite at our Toronto office at least three times per week and additionally as needed.

At this time, we are only considering candidates located in Ontario or who are willing to relocate

What can I expect to do in this role?

Reporting to the Chief Financial Officer, you will:

Facility Management

Manage physical space for the College including facility upgrades, repairs and maintenance
Plan and evaluate facility projects from start to finish according to project schedule, specifications and budget and monitor progress and prepare progress reports
Develop standards for hybrid workers to book workspace and parking for on-site work
Develop, implement and maintain effective preventative maintenance programs and ensure the organization complies with all applicable codes, standards and government regulations
Manage and monitor all security systems, standards and protocols for property management
Manage the onsite and offsite records storage, including records scanning vendor oversight
Manage and oversee space and catering management for onsite meetings
Manage the emergency response process in collaboration with the Joint Occupational Health and Safety Committee (JOHSC)
Oversee a department of 4 staff (three direct reports and one indirect)
Provide oversight of 1 on-site security personnel and Alarm Response Security Personnel

General Management

Develop and monitor the Operations and Facilities Management’s operational and capital budgets
Plan for future capital initiatives and expenditures based on a 3-year life cycle
Maintain the Facilities & Operations Risk Register
Manage Operations staff with a focus on teamwork and service excellence
Develop and oversee policies and procedures that support a safe working environment, both on-site and remote, and standardized procedures to support operations and a well-maintained building

Operations and Services

Prepare analysis and negotiate contracts for the management of trades, goods and services
Access control and CCTV system management
Oversee operational systems such as the operations: ticketing system, booking system and ergonomics program
Ensure professional standards are set for frontline operations services: interior/exterior premises, mailing/couriers, office supplies, and security desk
Build cooperative relationships with all staff and provide a framework for service partnership with team and clients
Responsible for managing after-hours security and response protocols
Be on call 24/7 for operational and building matters
Act as a point of contact for all external property monitoring - security, elevator entrapments, emergencies and alarms

What skills and background do I need?

The Manager, Operations and Facilities requires:

Post-secondary education or equivalent education and experience
Five years supervisory and/or management experience in a similar field
Demonstrated experience with facility management budget management, government regulations and health & safety
Demonstrated experience managing complex projects, such as commercial construction initiatives, building decommissioning activities, or the sale of facilities
Poficiency with MS 365, including SharePoint
Excellent written and oral communications skills
FMP or PMP Certification an asset
WHIMIS Certification an asset
RCDSO is building its bilingual (French/English) capacity and excellent French language proficiency is an asset

Compensation and Total Rewards

Base annual hiring salary from $143,174 to $161,071 (pro-rated for the duration of the contract), commensurate with experience
