Manager – Operations

PMKVY is NSDC's flagship centrally sponsored scheme, implemented at scale through a large network of Training Centres, Training Partners, Sector Skill Councils (SSCs), Assessment Agencies, and State Skill Development Missions, with significant Central-State-private sector coordination. The General Manager – PMKVY Operations carries end-to-end operational and coordination accountability for the scheme, including resolution of longstanding data quality, monitoring, and process issues that require sustained, ground-level follow-through.

This position is created to provide the GM with dedicated operational support — a Manager who can take ownership of specific coordination threads, data verification exercises, and stakeholder follow-ups end-to-end, freeing the GM's bandwidth for higher-level decision-making, escalation handling, and ministry/leadership engagement. The Manager will work as an extension of the GM's office, driving issues to closure rather than merely tracking them, and ensuring nothing material is missed due to the sheer volume and spread of coordination required across internal verticals (Operations, Finance, IT/MIS, Training, Assessment, M&E) and external stakeholders (States, SSCs, Training Partners, Assessment Agencies).

A significant part of the current mandate involves supporting the GM in closing out known, longstanding operational gaps in candidate and centre data quality, eligibility compliance, and disbursement tracking — issues that have persisted across scheme phases and require structured, sustained effort rather than one-time fixes.



Key Skills

Strong coordination and follow-through — ability to independently drive issues to closure across multiple internal and external stakeholders.

Sound analytical ability to interpret large operational datasets (enrolment, certification, placement, disbursement) and identify discrepancies or risk patterns.

Process discipline — ability to design, document, and enforce simple checklists/SOPs for recurring verification and reconciliation tasks.

Clear, structured written and verbal communication for status notes, escalation memos, and briefing the GM.

Proficiency in MS Excel (Advanced Level) and Data Management, including pivot tables, lookups, data validation, and reconciliation of large, multi-source datasets.

Working familiarity with scheme MIS/IT systems, or the ability to quickly learn NSDC's internal systems and dashboards.

Composure and diplomacy while coordinating with senior stakeholders across States, SSCs, and partner organisations, including in politically sensitive or time-pressured situations.
