Position Overview
Westerner Park is seeking an experienced and strategic Manager, Park and Facilities to lead the operational performance, maintenance, appearance, and readiness of buildings, facilities, grounds, fleet, and site equipment.
Reporting to the Chief Executive Officer (CEO), the Manager establishes operational priorities and service standards, ensures effective maintenance and resource management systems are in place, and is accountable for the department's people, financial resources, service delivery, and operational results.
The Manager leads the Park & Facilities team and works closely with internal departments to ensure facilities and grounds are operationally ready to support events and year-round activity. The Manager also serves as the primary staff liaison to the Maintenance Committee, providing operational information, maintenance updates, and recommendations within the scope of the role.
The Manager, Park & Facilities is responsible for the following:
Building, Facility & Grounds Management
- Provide leadership and oversight for the maintenance, appearance, and operational readiness of Westerner Park’s buildings, facilities, event spaces, grounds, roads, walkways, and landscaped areas.
- Establish maintenance and readiness priorities based on event schedules, facility condition, seasonal requirements, and operational needs.
- Ensure effective systems and accountabilities are in place for the prioritization and delivery of preventative, corrective, reactive, and routine maintenance.
- Ensure facility and equipment conditions are effectively monitored and significant issues that may affect operations or events are addressed, mitigated, or escalated as appropriate.
- Establish expectations and accountability for effective work-order processes, maintenance records, equipment records, and preventative maintenance schedules.
- Review recurring repairs, deferred work, maintenance trends, and service gaps and implement or recommend practical operating solutions.
- Determine the appropriate use of internal staff, specialized trades, and external service providers to support reliable and cost-effective maintenance delivery
- Develop and manage the annual Park & Facilities operating budget and ensure departmental resources are managed within approved financial parameters.
- Identify and recommend departmental capital requirements and manage approved capital expenditures and projects within delegated authority.
- Monitor expenditures, cost drivers, maintenance costs, contractor and service-provider costs, and other departmental financial commitments.
- Identify and implement opportunities to improve operational efficiency, service delivery, and value for money.
- Analyze departmental financial and operational performance, identify emerging pressures or variances, and take appropriate corrective action.
- Provide budget forecasts, financial updates, and recommendations to support organizational planning and decision-making.
- Lead the Park & Facilities team by establishing clear priorities, responsibilities, service expectations, and accountability.
- Provide direction and support to staff responsible for coordinating and overseeing day-to-day operational activities.
- Assess staffing capacity, skills, workload, seasonal requirements, and external service needs and make or recommend adjustments as appropriate.
- Ensure effective employee development, performance management, scheduling, and use of departmental resources.
- Foster a culture of preparedness, accountability, continuous improvement, collaboration, and pride in stewardship.
- Ensure appropriate departmental coverage and escalation processes are in place to support year-round operations and event requirements.
- Work collaboratively with internal departments and external service providers to ensure facilities, grounds, and related services support operational, event, and safety requirements.
- Act as the primary operational liaison with municipal partners on infrastructure matters within the department’s scope.
- Contribute operational expertise and recommendations to organizational planning and senior management decision-making.
- Provide leadership in resolving significant or cross-functional operational issues within the department’s scope.
- Provide leadership and oversight for the operational management of Westerner Park’s fleet, grounds equipment, maintenance equipment, and other site equipment.
- Ensure appropriate processes and standards are in place to support equipment safety, reliability, availability, and operational readiness.
- Provide direction and oversight for the day-to-day management, maintenance, servicing, and coordination of fleet and equipment.
- Identify significant equipment needs, risks, and operational priorities and provide operational input to organizational asset-management processes.
- Oversee the operation and management of the fleet fueling station, including fuel supply, inventory, access, usage tracking, and related controls
- Provide leadership and oversight of site-wide waste management, ensuring services are effective, efficient, and responsive to organizational and operational requirements.
- Establish service expectations, standards, priorities, and resource requirements for waste management across the property.
- Ensure appropriate resources, service arrangements, and accountabilities are in place to support event and year-round waste-management requirements.
- Provide direction and oversight for the day-to-day coordination and delivery of waste management services.
- Provide departmental oversight for grounds, landscaping, and related Park & Facilities services supporting Parking and RV Resort operations.
- Establish priorities, service expectations, and escalation requirements for Park & Facilities activities supporting these areas.
- Ensure operational issues involving facilities or grounds are effectively addressed in coordination with Parking and RV Resort operations.
- Serve as the designated Staff Liaison to the volunteer Maintenance Committee and act as the primary connection between the Committee and Westerner Park.
- Provide relevant maintenance, facility, grounds, and project information to support Committee discussion and recommendations.
- Facilitate appropriate Committee involvement and internal department participation as required.
- Provide operational information, context, and recommendations to support organizational decision-making while maintaining appropriate management accountability and authority.
What You’ll Bring
- Post-secondary education, trade certification, or equivalent experience in facility operations, building maintenance, construction, property operations, or a related field.
- 10 or more years of progressive experience in facilities, maintenance, grounds, property, or large-site operations, including at least 5 years of supervisory or management experience.
- Demonstrated experience leading multidisciplinary maintenance and operational teams, including trades, grounds operations, fleet and equipment activities, and external service providers.
- Demonstrated experience with departmental budgeting, resource management, contractor management, and operational planning.
- Strong working knowledge of building and equipment maintenance, preventative maintenance practices, work planning, and operational coordination.
- Demonstrated ability to establish priorities, allocate resources, and manage competing operational requirements in a complex, event-driven, multi-building environment.
- Strong leadership, decision-making, organizational, problem-solving, communication, and relationship-management skills.
- Experience using work-order, maintenance-tracking, inventory, or facility-management systems is considered an asset.
- Ability to work flexibly around major events, seasonal requirements, and significant operational issues.
