Te whiwhinga mahi - Our opportunity
Kāinga Ora is seeking an experienced professional to lead the Programme Management Office (PMO) and support successful delivery across our Technology Modernisation Programme.
In this pivotal leadership role, you will lead the programme’s central PMO function, bringing together integrated planning, governance, reporting, performance management, assurance and programme information management. You will help ensure programme leaders, delivery teams and governance forums have the information, insight and disciplines needed to support effective decision-making and successful delivery.
The PMO plays a critical enabling role within the programme, providing the frameworks, guardrails, controls and evidence-based insight that support delivery across multiple workstreams, teams and delivery partners. By bringing together programme information, plans, risks, dependencies, decisions and performance reporting, the PMO helps maintain a clear and integrated view of progress and priorities across the programme, while enabling delivery teams to remain accountable for their outcomes.
You will lead and develop a multidisciplinary team of delivery managers, business analysts and programme coordination professionals. You will create consistency across programme management disciplines, provide trusted advice to programme leadership, and foster a culture of accountability, transparency and continuous improvement.
The Technology Modernisation Programme enables a broad organisational transformation that will shape how Kāinga Ora works and delivers services into the future. With impacts across multiple business functions, the programme provides a rare opportunity to contribute to change that reaches almost every part of the organisation.
This is an opportunity to shape and lead a high-performing PMO function as a significant technology and business transformation moves into implementation. Working alongside senior leaders, delivery teams and specialist partners, you will help keep the programme aligned, informed and moving forward in a sustainable and evidence-based way.
Ngā pūmanawatanga ōu - What you will bring
We are looking for an accomplished PMO leader who combines strategic thinking, strong people leadership and practical programme delivery experience within large and complex transformation environments.
To be successful in this role, you'll have:

• Demonstrated experience leading a Programme Management Office within a large-scale, complex transformation programme involving multiple workstreams, delivery partners and governance stakeholders.
• Proven success establishing, evolving or enhancing PMO functions, frameworks, governance practices and delivery disciplines.
• Extensive experience integrating programme planning, financial management, governance reporting, assurance, risk management and performance analysis to support effective executive decision-making.
• Experience maintaining a trusted programme-wide view of plans, risks, issues, dependencies, decisions and delivery performance.
• Demonstrated experience leading and developing multidisciplinary teams, and deploying specialist programme capabilities across competing priorities in fast-paced delivery environments.
• Strong relationship management and stakeholder engagement skills, with the ability to advise, influence and collaborate across diverse teams and delivery partners.
• A practical and pragmatic approach to governance and controls that supports delivery while maintaining appropriate oversight, consistency and accountability.
This is a unique opportunity to lead a PMO at the centre of an organisation-wide transformation. You will provide the integration, guardrails, advice and evidence that enable programme leaders, delivery teams and partners to work effectively together and deliver lasting organisational outcomes.
