The Opportunity:

The Construction Branch has an opportunity for a dynamic and innovative leader to join the Construction Standards team as Manager, Quality Assurance. Based in Regina, Saskatoon, or Prince Albert, this position will allow you to leverage your analytical skills, technical expertise, and passion for service excellence to support the delivery of the annual capital and preservation program in collaboration with diverse teams of dedicated professionals.

Reporting to the Director of Construction Standards, this position will:

  • Manage a technical team of engineers and technologists in an environment of continuous improvement and accountability;
  • Monitor engineering and project delivery workflows across centralized branches and units;
  • Collaborate with Design and Construction Delivery teams toward improved project delivery processes, practices and risk management;
  • Set and develop quality assurance performance standards and metrics;
  • Ensure compliance with the ministry’s construction standards and risk management protocols; and
  • Recommend and implement continuous improvement initiatives related to construction tendering and project delivery.

The successful candidate will be an innovative leader who:

To qualify for this position, you must also be eligible to register for membership in the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS), along with having several years of experience and knowledge of highway design, construction, maintenance, and operations within Saskatchewan.

  • Manage, monitor, audit, and assess critical engineering and project delivery workflows across centralized branches/units for compliance with standard practices and quality. Workflows encompassed include: design constructability reviews, contract document reviews, the tendering question & answer process, construction/contract administration, contractor performance evaluation, and consultant performance evaluation.
  • Mentor and provide expert advice to directors, senior project managers, project managers and engineering consultants regarding risk management within the detailed design (constructability), tendering (contract development), and construction (contract administration) phases of capital program delivery.
  • Develop and implement new quality assurance metrics and service standards to address recurring project delivery issues in the areas of design process, tendering, construction administration, and vendor performance evaluation.
  • Develop and implement policies, standards, and specifications, providing guidance, training, and technical expertise to team members and stakeholders.
  • Collaborates with stakeholders to resolve issues and facilitate strategic planning and execution.
  • Lead, coach and support team performance and development through effective guidance and mentorship.

  • Engineering degree in a scope of practice related to highway construction and eligible for registration as a professional engineer with APEGS.
  • Advanced knowledge and experience in highway design, construction, maintenance and operations.

  • Experience with highway construction procurement and construction contracts.
  • Knowledge and experience in interpreting, developing, and implementing construction standards for roadway construction.
