Manager / Senior Manager (Digital & Smart Service Development)

The HealthCity Novena (HCN) Master Plan was developed by Tan Tock Seng Hospital (TTSH), the flagship tertiary hospital of NHG Health, to transform the 17-hectare campus into Singapore's premier integrated hub for healthcare, education, and research — anchored in the vision of advancing patient-centric care for the 1.5 million residents of Central and North Singapore.

Following the successful delivery of Phase 1, Phase 2 was launched on 9 September 2025 and marks the critical intensification of the campus. Phase 2 is anchored by two flagship developments: the new TTSH Medical Tower and the operationalisation of the TTSH Pavilion.

The hallmark of Phase 2, the TTSH Medical Tower will add approximately 600 acute beds, significantly strengthening TTSH's healthcare capacity for high-intensity, specialist care. It will house an expanded Emergency Department, additional operating theatres, procedural suites, and specialist outpatient clinics — all purpose-designed to advance frailty-ready and technology-enabled care. To sustain full operational continuity throughout construction, the former Pavilion Wards have been transformed and reactivated as the TTSH Pavilion, a modernised facility comprising specialist clinics, laboratories, and offices.

You will be part of the Medical Tower Planning and Development (MT P&D) team in the CEO’s Office, supporting the planning and delivery of healthcare technology, digital, automation and technology-enabled operational requirements for the TTSH Medical Tower.

This is a broad programme and coordination role requiring a good understanding of hospital operations and healthcare technology. You will work closely with clinical and operational users, Synapxe, IT stakeholders, MOHH, the Multidisciplinary Team, consultants and vendors to ensure that IT requirements are identified early and delivered in step with the building and operational-readiness timelines.

The role will cover IT infrastructure and systems planning, coordination of Synapxe deliverables and procurement timelines, and the implementation of automation initiatives. You may also support other technology-related workstreams according to the programme’s evolving needs.

KEY RESPONSIBILITIES

1. Healthcare IT Planning and Coordination

• Coordinate TTSH Medical Tower’s healthcare IT requirements across clinical, operational and building workstreams.
• Work with the relevant IT stakeholders, Synapxe, MOHH, consultants and users to identify and validate IT requirements, including coordinating infrastructure and building-related IT provisions, including LAN rooms, network connectivity, Wi-Fi, cabling, equipment spaces and other supporting requirements.
• Ensure that IT requirements and dependencies are incorporated into the design, construction and operational-readiness programmes.
• Track outstanding decisions, requirements and deliverables, and escalate issues that may affect project timelines.

2. IT Procurement and Delivery

• Support the planning and procurement of IT systems, equipment and related services for the Medical Tower.
• Coordinate requirements, specifications, cost estimates, funding submissions, tender documentation and evaluation activities with users, Procurement, Finance, Synapxe and vendors.
• Develop and maintain an overall IT procurement schedule aligned with construction, handover and operational-readiness milestones.
• Track and monitor implementation timelines, highlighting delays, dependencies and required management decisions.
• Support contract implementation, testing, commissioning, training, handover and warranty or support arrangements.

3. IT Automation Coordination

• Serve as the key TTSH coordination point with MOHH and the MDT on automation, robotics and other technology-enabled initiatives.
• Review and coordinate the scope, implementation approach, programme and deliverables proposed by MOHH, the MDT, consultants and relevant vendors.
• Coordinate inputs from the relevant IT stakeholders, Synapxe, Operations and other internal stakeholders where required.
• Track key decisions, dependencies, risks and outstanding matters, and escalate potential gaps affecting procurement, construction or operational-readiness timelines.
• Ensure that automation initiatives interface appropriately with the Medical Tower’s IT infrastructure, building systems and Master Systems Integrator.

4. Programme and Stakeholder Management

• Serve as a coordination point among clinical users, Operations, relevant IT stakeholders, Synapxe, MOHH, consultants, contractors and vendors.
• Maintain an overall view of the IT workstreams, including scope, timelines, budget, dependencies, risks and decisions.
• Facilitate meetings and workgroups to clarify requirements, resolve issues and obtain stakeholder alignment.
• Prepare concise updates, papers and presentations for management and relevant governance committees.
• Support other Medical Tower planning and development responsibilities where required.

5. Testing and Operational Readiness

• Coordinate IT installation, testing, commissioning and user acceptance activities.
• Ensure that systems, infrastructure, workflows, training and support arrangements are ready before service commencement.
• Identify operational-readiness risks and work with the relevant teams to develop mitigation and contingency plans.
• Support the transition of completed systems to the relevant IT stakeholders, Synapxe and operational owners.

REQUIREMENTS

• Recognised degree in Information Technology, Information Systems, Engineering, Biomedical Engineering, Health Informatics, Healthcare Administration or a related discipline.
• At least 5- 8 years of relevant working experience, preferably within a hospital, healthcare institution or major healthcare development project.
• Background in healthcare is advantageous, with a strong understanding of how clinical and operational functions intersect in a hospital setting.
• Experience coordinating healthcare IT infrastructure, system implementation, procurement or operational-readiness activities.Experience working with healthcare IT partners such as Synapxe, technology vendors, consultants and multidisciplinary project teams would be advantageous.
• Strong planning, analytical, and critical thinking skills, with the ability to translate clinical and operational needs into actionable programme priorities.
• Excellent written and oral communication skills, including the ability to produce clear, well-structured papers and presentations for senior stakeholders.
• Strong project management skills with the ability to manage multiple workstreams concurrently under tight timelines.
• Self-motivated, solutions-oriented, and able to operate with a high degree of autonomy in a fast-paced environment.
• Demonstrated ability to engage and align diverse stakeholders across clinical, technical, and administrative levels.
