Manager/Senior Manager,Healthcare Programmmes
The HEAD Foundation is a charitable organisation established in Singapore in 2013 to contribute to sustainable development in Asia.
The Manager/Senior Manager will support the Director, Healthcare in developing and managing the Foundation’s Healthcare portfolio. This is a hands-on role within a small team, requiring both independent execution and close collaboration. The role will manage delegated programmes, grants and partnerships across countries, from development and implementation through evaluation, sustainability and transition.
Key Responsibilities
- Programme Development: Work with the Director and partners to develop and assess interventions, evaluate proposals, and translate ideas into feasible implementation plans, resource requirements and budgets.
- Programme & Grant Management: Manage delegated programmes and grants across the programme lifecycle, including budget utilisation, timelines, deliverables, risks, reporting and closure.
- Stakeholder & Partnership Management: Manage diverse local and international partners across cultures and sectors, build effective working relationships, and drive agreed actions and outcomes.
- Outcomes & Sustainability: Ensure appropriate monitoring and evaluation is incorporated into programmes, assess outcomes and effectiveness, and work with partners towards sustainability, local ownership and transition.
- Research & Knowledge Translation: Conduct and synthesise research to inform programme development and decisions, and translate programme knowledge and outcomes into accessible outputs for relevant stakeholders.
- Work with other functions in the Foundation to support the planning and delivery of Foundation events and activities.
- Undertake other responsibilities related to the Foundation’s activities as assigned.

Background / Qualifications
- At least a bachelor’s degree; a graduate degree is advantageous.
- At least 5 years of experience managing complex programmes or projects. A background in healthcare, public health or a health-related field is advantageous.
- Proven track record in managing budgets, timelines, risks, deliverables and multiple stakeholders.
- Experience working with senior professionals, academics and/or institutional partners across multicultural settings is advantageous.
- Demonstrated ability to work independently with minimum supervision.
- Excellent written and spoken English; ability to understand and communicate in conversational Mandarin and/or an ASEAN language is advantageous.
- Strong interpersonal skills and ability to work effectively with diverse stakeholders.
- Willing and able to travel internationally to programme sites.
- Strong commitment to serving communities and achieving meaningful, sustainable outcomes.
