SIMFONI

The SIngapore Medical FOundation AI model (SIMFONI) Programme was established in 2025 to advance the safe and responsible use of Artificial Intelligence (AI) in Singapore’s public healthcare ecosystem to support healthcare professionals in providing care to patients.


SIMFONI will build up the capabilities and infrastructure to accelerate the development and deployment of large-scale machine learning models, known as Foundation models (FM) for improved healthcare outcomes.

Job Description

As a Manager/ Senior Manager in the Programme Office, you will lead yet provide hands-on operational and administrative support to ensure the smooth running of the SIMFONI programme. You will work closely with the Deputy Director, Programme Office to oversee programme governance, financial oversight and operational processes to ensure the effective implementation of SIMFONI’s initiatives.


The role requires close collaboration with internal teams and external stakeholders across Singapore’s healthcare and research ecosystem. You will play a key role in managing complex issues for projects and initiatives funded by SIMFONI while leading events and data management for SIMFONI.

This role is suited for an individual who is dynamic, organised, proactive, and able to resolve varied macro and micro issues in a complex environment.

Given the Programme is at the start of the life cycle, the role will focus more on setting up the programme office and structuring contracts in the beginning, before transiting to events at a later stage.

Key Responsibilities


Programme Office Management

  • Assist the Deputy Director in setting the strategic direction, priorities, and work plans of the Programme Office

  • Assist in overseeing the day-to-day operations of the Programme Office, ensuring smooth functioning across all workstreams

  • Support the development and implementation of office-wide policies, frameworks, and standard operating procedures (SOPs)


Programme Monitoring and Intervention

  • Maintain oversight across multiple projects and initiatives managed by the Programme Office

  • Support contracts structuring, negotiations and execution

  • Identify and resolve complex issues, risks, and interdependencies experienced by projects and initiatives in a timely manner

  • Drive corrective actions and improvement initiatives where performance gaps are identified in projects and initiatives

  • Leverage technology and automation tools and support efforts to set up the Programme Office, streamline, digitalise, and improve processes and tools


Event, Outreach and Communications

  • Oversee and lead the end-to-end planning, coordination, and execution of SIMFONI-related events, including conferences, symposia, seminars, workshops, townhalls, award ceremonies, and stakeholder engagement sessions

  • Develop and manage event project plans, including timelines, budgets, resource allocation, and vendor management

  • Oversee external and internal communications for SIMFONI

  • Oversee the production and upkeep of SIMFONI-related collaterals

  • Maintain the SIMFONI website and socials


Data Management

  • Establish and maintain a centralised data management system for the Programme Office, ensuring all programme data, records, and documentation are accurately captured, organised, and securely stored in accordance with institutional data governance policies

  • Serve as the primary liaison and coordination point between the Programme Office and external bodies, including government agencies, funding bodies, academic institutions, industry partners, and regulatory authorities on data related matters

  • Coordinate data sharing agreements and information exchange protocols with external partners, ensuring compliance with relevant data protection and confidentiality requirements

  • Advise on data management and intellectual property matters


Requirements


Experience & Qualifications

  • Bachelor’s degree in Business, Public Policy, Healthcare Management, or a related discipline. Those with relevant working experience in relevant field may also be considered

  • 5-8 years of relevant experience in programme and grant management, operations, project coordination, or governance roles

  • Prior experience working with multiple stakeholders

  • Experience in healthcare, research, or public-sector settings would be an advantage


Skills & Competencies

  • Ability to work independently and collaboratively in a fast-paced and complex environment

  • Ability to solve high-level issues as well as being hands-on and action oriented

  • Strong organisational and coordination skills, with the ability to manage multiple initiatives concurrently

  • Experience in contract management is preferred

  • Experience in event management, data management and intellectual property matters would be an advantage

  • Strong written and verbal communication skills required

  • Comfortable working in structured, governance-heavy environments with evolving priorities
