The Senior Software Lead is a key technology leader driving digital transformation across industrial land planning, corporate functions, and enterprise systems within a public‑sector environment. This role blends business transformation leadership, process modernisation, and technical oversight to uplift digital capabilities, strengthen governance, and deliver mission‑critical systems on sovereign cloud infrastructure.

[What you will be working on]

Key Responsibilities

Business & Transformation Leadership

  • Partner with planning, development, and corporate divisions to shape digital transformation roadmaps supporting industrial land planning, land allocation, tenancy/lease processes, and corporate operations.
  • Lead future‑state design for planning workflows, approvals, compliance processes, and enterprise data flows.
  • Translate policy and regulatory requirements into system capabilities, ensuring alignment with public‑sector governance.
  • Drive adoption of digital tools that enhance planning insights, operational efficiency, and data-driven decision-making.

Enterprise Program & Delivery Ownership

  • Oversee end‑to‑end delivery of enterprise systems on sovereign cloud, ensuring compliance with government security and data policies.
  • Manage multi‑year transformation programs involving planning systems, corporate applications, and cross-agency integrations.
  • Lead Agile or hybrid Agile delivery, ensuring predictable execution and transparent reporting to senior leadership.
  • Coordinate across internal teams, external vendors, and government partners to ensure alignment and timely delivery.

Technical Oversight & Architecture Alignment

  • Provide architectural direction for systems supporting land planning, geospatial data, estate management, corporate workflows, and analytics.
  • Ensure solutions adhere to sovereign cloud requirements, cybersecurity standards, and public‑sector architecture guidelines.
  • Guide teams in adopting modern platforms (e.g., CRM/ERP, workflow automation, geospatial systems, data platforms).
  • Evaluate technologies and vendors to support long-term digital sustainability and interoperability across government systems.

Stakeholder Engagement & Change Leadership

  • Build strong partnerships with planners, corporate leaders, policy teams, and transformation offices.
  • Communicate transformation outcomes, risks, and decisions clearly to senior management and governance committees.
  • Lead change management efforts to ensure smooth adoption of new systems and processes across business units.
  • Manage vendor performance and ensure alignment with public‑sector standards and contractual obligations.

Team Leadership & Capability Uplift

  • Mentor engineering teams and uplift competencies in enterprise systems, automation, cloud, and integration.
  • Foster a culture of accountability, innovation, and continuous improvement.
  • Guide junior leads and engineers in technical decision-making and project execution.

[What we are looking for]

  • 10+ years in software engineering, enterprise systems delivery, or digital transformation roles.
  • Experience working in public‑sector, regulated, or governance-heavy environments.
  • Strong understanding of enterprise architecture, cloud platforms (preferably sovereign cloud), integration patterns, and data governance.
  • Proven track record leading transformation or modernisation programs involving planning, corporate, or operational systems.
  • Excellent stakeholder management skills, especially with policy, planning, and senior leadership groups.
  • Experience with Agile or hybrid Agile methodologies.

Preferred Qualifications

  • Experience with land planning systems, geospatial platforms, estate/facilities management systems, or tenancy/lease applications.
  • Familiarity with CRM/ERP platforms, workflow automation tools, and enterprise data platforms.
  • Understanding of public‑sector procurement, governance, and compliance frameworks.
  • Certifications in Agile, PMP, TOGAF, or cloud architecture are advantageous.
