Manager, Special Needs Service Development

About the role

Lead the planning, implementation and management of special needs services, including the operational readiness and development of the Day Activity Centre (DAC) and Sheltered Workshop (SW). Oversee service operations, manpower, facilities, client intake and resources to ensure effective, quality and sustainable service delivery.

Key responsibilities

  • Ensure services are person-centred and support clients’ development, independence, participation and progression, working closely with curriculum and programme teams.

  • Establish and monitor service standards, client outcomes and operational performance, while ensuring effective risk management and compliance with regulatory, safeguarding and organisational requirements.

  • Lead and develop staff, including manpower planning, recruitment, onboarding, performance management and capability development.

  • Build strong partnerships with caregivers, government agencies, referral partners, community organisations and employers to support client services and opportunities.

  • Manage budgets and resources prudently, and drive continuous improvement in service quality, operational effectiveness and sustainability.

Requirements

  • Degree in Occupational Therapist, Physchologist, Special Education, Allied Health or a related discipline; postgraduate qualifications would be an advantage.

  • At least 5–8 years of relevant experience in disability, special needs or related social services, with at least 2 years in a supervisory, programme management or operational leadership role.

  • Experience working with persons with Intellectual Disability (ID) and/or Autism Spectrum Disorder (ASD).

  • Experience in developing or setting up a new service, centre or programme would be an advantage.
