Manager (Statewide)

We are looking for a BET Field Operations Manager (Manager IV) to work within the BET Field Operations department of the Vocational Rehabilitation division. This position can be performed from any of our office locations, statewide.

WHO YOU ARE\:
Knowledgeable of agency programs, policies, fiscal and budgeting techniques and practices; and human resource administration. Skilled in coordinating activities, the use of a computer and applicable software, and critical thinking. Has ability to study and evaluate programs and propose recommendations, to interpret and apply agency policies and procedures, to analyze and solve work problems, to make decisions affecting the operation of administrative services functions, to communicate effectively, and to supervise the work of others.
WHAT YOU WILL DO\:
The BET Field Operations Manager (Manager IV) will perform advanced (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. This position works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO\:
- Provide complex leadership and management direction for staff while developing and implementing highly complex consultative and technical services for the Business Enterprises of Texas, governmental agencies, community organizations, and licensed blind managers to ensure the achievement of agency goals within the assigned geographic region.
- Provide strategic oversight for day-to-day operations and leads a geographically dispersed team of business consultants across the State of Texas. includes, but not limited to, conducting management reviews to determine compliance with laws, regulations, policies, and procedures; resolving complaints; assisting in quality assurance and performing and monitoring community outreach efforts (including business development); hiring employees using agency selection process; and conducting analyses using TWS data systems for unit quality improvement efforts and reporting requirements.
- Review the work of Business Consultants by auditing/ review reports on Blind Vendor/license-holder reports to maintain high quality-assurance standards and ensure adherence to department, agency, and federal rules.
- Ensure policies, procedures, regulations, and processes are systematically reviewed and monitored and plans for improvement are implemented to assure operational efficiency.
- Provide and/or arrange training and technical expertise and guidance regarding questions related to the business function, division, or department.
- Provide input in the development of new policies and procedures, and monitors compliance with policies and procedures.
- Evaluate staff reports to ensure provision of effective services to BET license holders and exercises moderate latitude in independent judgment concerning resource distribution, policy interpretation, and personnel action.
- Perform other duties as assigned.
YOU QUALIFY WITH\:
- Five years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year and six months of which must have been in an administrative management or supervisory capacity.
- Relevant academic credits may be applied toward experience qualifications for this position.
- One year of full-time in-service TWC experience classified as a Manager III with regular status will satisfy the minimum qualifications.
YOU ARE A GREAT FIT WITH\:

- Knowledge of local, state, and federal laws related to the Business Enterprise of Texas Program.
- Two years’ experience in the field related to the Business Enterprises of Texas program.
- Two years of working with individuals who are blind or have other disabilities.
