The Corporate Income Tax Agency (CITA) is a statutory body established under the Corporate Income Tax Agency Act 2024. CITA is responsible for administering the corporate income tax regime.


Manager, Taxpayer Services and Compliance II


The Manager, Taxpayer Services and Compliance II reports to a Sr. Manager and is responsible for supporting the senior leadership and operational management of the Agency’s Tax Operations, Tax Audit and Compliance, and Collections functions.


A key responsibility of this position is overseeing Bermuda’s international tax compliance programme, with a particular focus on managing requests for information received from Bermuda’s international exchange partners. The Manager is responsible for ensuring that all requests are processed in an efficient manner and in accordance with established standard operating procedures, legislative requirements, and international best practices.


The Manager will lead and develop a team responsible for processing requests for information, working closely with internal business units, and private and public sector information holders to facilitate a timely exchange of information. This role also includes working with the Supreme Court to obtain Production Orders and initiating other enforcement proceedings, where appropriate.


The Manager will also support other compliance activities within the International Compliance Unit including the Common Reporting Standard, Economic Substance and the Foreign Account Tax Compliance Act.


Key responsibilities include but are not limited to the following:
▪ Oversee the administration of Bermuda’s international tax compliance programme, ensuring requests for information received from exchange partners are processed efficiently and within the international timeframes.
▪ Ensure all requests for information are managed in accordance with applicable legislation, standard operating procedures, confidentiality requirements, and international best practices.
▪ Direct and oversee the collection, review, and disclosure of information to exchange partners.
▪ Supervise the preparation of applications for production orders in the Supreme Court, ensuring all supporting documentation is complete, accurate, and compliant with legislative and procedural requirements.
▪ Oversee the filing of applications for the production orders and related court documents with the Supreme Court.
▪ Monitor and oversee all active compliance actions and requests for information, application for Production Orders and enforcement matters, maintaining accurate records and ensuring timely resolution.
▪ Build and maintain effective working relationships with domestic and international stakeholders and uphold Bermuda’s international tax transparency commitments.
▪ Identify operational risks and recommend improvements to policies, procedures, and internal controls to strengthen compliance, governance, and operational effectiveness.


Qualifications, Knowledge, and Experience
▪ Bachelor’s degree in law (LL.B.) or an equivalent legal qualification recognised for admission to the Bermuda Bar.
▪ Admitted to practise law in Bermuda and in good standing with the Bermuda Bar
▪ Four years’ post-qualification legal experience, preferably in litigation, regulatory enforcement, tax law, financial services, or public law would be an asset.
▪ Demonstrated experience preparing, reviewing, and managing applications for Production Orders, court filings, and other applications before the Supreme Court would be an asset.
▪ Proven experience conducting or managing civil litigation, regulatory enforcement proceedings, or other court-related matters.
▪ Experience with international tax transparency standards, exchange of information frameworks or tax administration would be an asset.
▪ Familiarity with the Common Reporting Standard, Economic Substance and the Foreign Account Tax Compliance Act would be an asset.
