This position is located in the Division of Finance, Travel Operations Section, of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $277,500.

Serves as the lead of the management team in making and implementing corporate travel policy. Responsible for planning, directing, and coordinating the work assigned to the Travel Services Section. Provides guidance to assigned staff on policy, procedure, laws, regulations, and other matters relating to the technical and administrative aspects of their work. Oversees the management of the relocation contract responsible for a portfolio of annually relocated employees' residences throughout the United States. Responsibility for this portfolio involves all decisions affecting carrying periods, sales, repairs, and all other items to market these homes. Oversees the policies for the review and evaluation of real estate appraisals and works with the contractor to determine appropriate marketing strategy for these assets. Develops and solicits requests for contracts with relocation contractors, travel agencies, and travel credit card contractors. Involved in the selection of these vendors following the corporate procurement processes. Provides expert guidance to employees regarding the services, policies, and entitlements available for regular duty travel, including use of the travel agency contractor and travel credit card. Responsible for the coordination of employee travel and relocation tax matters. Implements policy changes and writes policy guidance for travel and relocation programs. Assists in preparing for negotiations with labor union on changes to travel and relocation policies. Participates as a management member of the pay and benefits contract negotiating team, responsible for travel and relocation provisions. Maintains, interprets, and reports on extensive statistical and financial data utilized in managing and administering the travel and relocation program. This includes full management responsibility of travel specialists located in regional/satellite offices. Represents the FDIC and establishes and maintains contact with professional travel and relocation organizations, counterparts in other divisions/offices of FDIC, and internal customers of the Division of Finance for the purpose of coordinating travel and relocation policy. Serves as principal advisor on travel and relocation matters to the Deputy Director. Analyzes complex entitlements, determines facts, and prepares responses for employee appeals, grievances and arbitration for review and decision by the Deputy Director. Maintains a working knowledge of property management and disposition, travel and relocation benchmarks and best practices, and labor contracts negotiated and approved by FDIC management. Monitors and analyzes trends in the travel and relocation industry. Provides the Deputy Director with periodic assessments and recommendations for continued program improvement and customer service. Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc.
