The Managing Director for Passport Support Operations (CA/PPT/S) is located in Washington, DC, and reports to the Deputy Assistant Secretary for Passport Services. This role leads support services enabling 29 regional passport agencies and 7,500 partner facilities to issue millions of passports annually, overseeing a $900 million budget and 450 government and contractor personnel to ensure the U.S. passport remains the gold standard for international travel documents.
The Managing Director for Passport Support Operations serves as an authoritative expert and senior executive advisor to the Deputy Assistant Secretary, Assistant Secretary, and Under Secretary for Management on all matters related to passport support operations, policy, resource management, and Congressional and White House engagement. Key duties include: Leads the development and administration of passport regulations, policies, and directives, sharing full responsibility with the Deputy Assistant Secretary for Passport Services for planning matters of high political significance affecting Congressional relations, public relations, and U.S. foreign policy. Directs the establishment of program policy, strategic goals, and operating procedures for Support Operations, ensuring consistency with Directorate and Bureau priorities, and oversees the institutionalization of uniform standards of effectiveness, efficiency, and productivity across nationwide operations. Exercises full delegated authority over the management and supervision of seven major program offices, including personnel actions, performance standards, and resource allocation, while maintaining frequent contact with officials at the highest levels of government, including OMB, DHS, and OPM. Represents the Directorate and Bureau before Congress, the White House, and international bodies such as the International Civil Aviation Organization, advancing U.S. foreign policy interests related to travel document security, international trade, and the facilitation of U.S. citizens' travel abroad.
This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for the this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually and upon termination of employment.
