MARINE CARGO SPECIALIST
About the Position: Recruitment/Relocation/Retention incentive may be requested through management and may be authorized up to 25% of base salary per year to be paid bi-weekly for a period of service up to 2 years.
Serves as a Marine Cargo Specialist, performing complex cargo stowage planning, overseeing/monitoring for the stowing and loading, planning and discharge of cargo (including hazardous cargo).
Performs terminal operations in direct support of loading or discharge operations.
Inspects vessels to assure that full consideration is given to type and compatibility of cargo stowed, ensure that cargo is loaded for ease of discharge.
Ensures that cargo is in the proper rotation for ports of discharge, and ascertain that safety and space requirements are met.
Assures proper stowage of classified and security cargo and obtain authorized signatures as required.
Serves as the COR, or alternate COR, Quality Assurance Surveillance Specialist (QASP) or Ordering Officer, monitoring the loading and discharging of all vessels where contract stevedoring labor is used.
Ensures conformance to stowage and operational plans and terms of stevedore contract, adequacy, and security of stowage to ensure seaworthiness of vessel.
Oversees and monitors all aspects of the stevedoring contract to insure utilization of vessel space is optimized, cargo/ship operations are safe.
Ensures equipment is operated efficiently, accurately, safely, and documentation is prepared accurately and timely.
Prepares reports on claims, and provide oral and written advice to all concerned.
Prepares written reports of daily contractor's performance covering all aspects of pier operations, as required (weekly, monthly, and semi-annually) and review such reports to ensure accuracy and adequacy of data.
