TITLE: MEAL Officer (Humanitarian)

TEAM/PROGRAMME: Humanitarian LOCATION: Yangon, Head Office

Number of Position: 1 GRADE: NAT-4

CONTRACT LENGTH: Fixed Term (until December 2026)

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.

ROLE PURPOSE:

To facilitate the effective and successful planning, implementation, monitoring, and evaluation of humanitarian programme activities funded through the Humanitarian Fund (HF) across all Area and Field Offices. The MEAL Officer will be responsible for ensuring the quality and integrity of data reported from the field across all thematic sectors of the humanitarian response. This position will work under the direct supervision of the Senior Humanitarian Manager (SHM) to ensure that all MEAL activities are aligned with the Humanitarian Plan and contribute to operational excellence and timely, high-quality reporting for the humanitarian portfolio.

Role Dimensions: Work collaboratively with MEAL staff, program teams, and operations teams across all Area and Field Offices to ensure data quality, reporting compliance, and effective MEAL system strengthening for all humanitarian sectors.

KEY AREAS OF ACCOUNTABILITY :

Humanitarian Data Management & Quality Assurance:

  • Facilitate and develop data management mechanisms to be in line with SCI MEAL procedure.
  • Collect, consolidate, and clarify quality data on field-level information against output indicators from the Log frame for all humanitarian thematic sectors (including WASH, Shelter/NFI, FSL, Child Protection, etc.) funded under the Humanitarian Fund.
  • Manage the monthly collection of all humanitarian project outputs from Area Offices and update the Country Office (CO) output tracker within strict deadlines.
  • Analyze field-level output data to assess progress against HF targets and identify gaps in data quality.
  • Collaborate with Area-level MEAL staff to identify and address data quality gaps and support the strengthening of MEAL systems for humanitarian programming.
  • Lead regular surveys and Post Distribution Monitoring (PDM) activities as required by humanitarian project Log frames.

System Strengthening & Innovation for Humanitarian Response:

  • Develop and implement creative MEAL methodologies and communication channels to improve qualitative data collection and accelerate data flow for humanitarian responses.
  • Contributes to the design and development of the database system to ensure the production of high-quality data for humanitarian reporting.
  • Design and roll out innovative approaches to enhance the MEAL system for multi-sectoral humanitarian projects.
  • Organize and initiate with respective thematic MEAL coordinators to access multi-sectoral data across the project areas.

Capacity Building & Support:

  • Coach, guide, and build the MEAL capacity across Area Offices to effectively collect, manage, and utilize their relevant humanitarian data.
  • Assist supervisors in preparing for humanitarian evaluations, surveys, and additional research as required.
  • Provide training and support to field teams on humanitarian monitoring tools, data entry, and reporting procedures.
  • Provide technical support and training to the partners who will implement the activities under the projects.

Monitoring & Reporting for Humanitarian Portfolio:

  • Coach and train the staff of partners/SCI for monitoring, evaluation, accountability and learning under the project.
  • Keep track of field activities and report regularly and as requested on humanitarian programme progress to the Senior Humanitarian Manager.
  • Ensure ongoing monitoring and evaluation of all humanitarian activities to determine the extent to which they are meeting objectives/outputs and to identify necessary modifications/actions.
  • Provide necessary checklists and Quality Benchmarks (QBs) for integrated humanitarian responses across the country.
  • Liaise with Program Managers and Area Focal Persons to ensure regular and consistent communication between Area Offices and Yangon occur.
  • Coordinate between humanitarian program senior management and field-level implementation to ensure close monitoring for quality purposes.
  • Report quality data to the Senior Humanitarian Manager and counter-check the overall humanitarian response output tracker.
  • Combine and report overall M&E data, Indicator Performance Tracking Table (IPTT), and Key Performance Indicators (KPIs) from field offices to the Yangon MEAL team, with frequent feedback to MEAL focal persons.
  • Contribute to the preparation of internal humanitarian reports, sitreps, and external updates (e.g., donor briefs) as required.

QUALIFICATIONS, EXPERIENCE AND SKILLS

  • Bachelor degree holder (relevant education/ qualification).
  • Knowledge of one or more of the following: engineering with basic construction knowledge, public health, or Hygiene Promotion, community development (or) community water supply and sanitation.

Skills and Experience:

  • At least 2 years’ experience in M&E field.
  • Preferable experience in Humanitarian and development area regarding to WASH knowledge.
  • Good experience and knowledge in IT skills.

Communication and Technical Skills:

  • Essential reading , writing , understanding and speaking English
  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
  • Professional working experience with international organizations preferable
  • Proven team working ability
  • Good communication skills
  • Able to work in difficult environment according to time restriction
