Mechanical Engineer
Job Purpose / Objective
Execute mechanical maintenance and support activities in a timely manner and within budget to increase equipment availability and reliability. Ensure smooth and reliable operation of mechanical equipment through preparation, implementation, and review of preventive maintenance programs and coordination of efforts with internal and external stakeholders to make sure that relevant maintenance works are completed safely, effectively, and timely.
Key Accountabilities
People Management
Supervise the activities and work performed by direct reports to ensure that it is carried out efficiently and effectively, in line with annual business plans and departmental policies and procedures.
Recommend training and development interventions for team members to build their capabilities.
Manage personnel and activities through proper assignment of tasks, performance appraisal, training of personnel, and provision of proper tools and equipment to ensure the unit has a motivated workforce with the right equipment to perform their activities.
Lead maintenance certification process for technicians to ensure only qualified individuals are certified.
Provide technical support to technicians on their daily maintenance work, provide field supervision of workforce, and ensure proper job planning and work distribution to technicians daily.
Direct and supervise activities assigned to technicians to carry out troubleshooting of problems occurring in the units, recommend corrective actions, and follow up to implement the same.
Participate in the hiring process of technicians when required and conduct interviews.
Define the role of daily site representatives (DSRs) for various contractors for their assigned or routine work and evaluate contractor performance.
Budget and Forecasts
Participate in budget preparation and reforecast meetings to provide accurate information on equipment history and training needs to ensure budgets and forecasts are realistic and cover all operational aspects.
Plant Maintenance
Ensure preventive maintenance (PM) and work order closure with actual man-hours entry and timely upload of PM checklists in the Enterprise Content Management (ECM) system.
Audit contractor and maintenance activities to ensure standard maintenance procedures (SMPs) and checklists are properly followed and completed.
Review and create SMPs and checklists for different components and provide input for PM plan creation or amendment as needed for installed equipment or newly added projects.
Coordinate with the production department for the daily maintenance work schedule.
Preventive Maintenance and Reliability
Participate with the technical department in reviewing and revising preventive maintenance plans based on historical data for continuous improvement.
Apply preventive maintenance programs focusing on optimizing costs.
Provide necessary input to planning to initiate scope of work for creating purchasing requisitions for external services.
Actively participate in reliability improvement teams and root cause analysis (RCA) or why-tree efforts when assigned to identify root causes and follow up on assigned action items until completion in a timely and professional manner.
Follow up on quality improvement team (QIT) action items and reliability improvement team (RIT) recommendations to ensure timely completion.
Support micro audits and walk-downs as assigned.
Ensure maintenance and overhaul work of all rotating equipment (such as pumps, turbines, compressors, blowers, fans, gearboxes, machine alignment, mechanical seals, etc.) meets safety, environmental, and quality requirements.
Ensure maintenance and overhaul work of all static equipment (such as furnaces, boilers, exchangers, columns, vessels, tanks, silos, rotary/diverter valves, pressure relief valves (PRVs), rupture discs (RDs), etc.) are carried out following safety, environmental, and quality requirements.
Routine Duties
Provide engineering solutions to problems and ensure work processes are implemented as per standards and procedures.
Implement predictive maintenance programs and assist in equipment inspection, testing, and troubleshooting to avoid major escalations and minimize disruptions caused by equipment breakdowns.
Manage and control troubleshooting of problems as required to avoid major escalations.
Establish communication and consult with vendors to resolve significant issues when necessary, in consultation with section or department authority.
Perform technical evaluation of bids relevant to spare parts submitted by vendors and provide technical clarification to procure the correct parts.
Supervise and ensure execution of routine and unplanned maintenance activities in compliance with life-critical procedures, tenets of operations, and standard maintenance procedures by following job safety analyses (JSAs) as per plant policies and procedures.
Implement effective equipment maintenance and overhaul of specified equipment in accordance with all relevant standard maintenance procedures and original equipment manufacturer (OEM) manuals to facilitate maximum reliability, availability, and safety.
Contribute to identifying opportunities for continuous improvement of systems, procedures, equipment, and practices to increase reliability and operational efficiency.
Additional Accountabilities
Assign facilitators for conducting JSAs and ensure required documents, drawings, and manuals are available.
Assign and follow up with the team to complete action items from action trackers, Meridium recommendations, reliability improvement team recommendations, and QSAFE action items in a timely and professional manner.
Act as a DSR for contractors and ensure contractors comply with all company policies, procedures, and SMPs.
Follow maintenance strategy to identify spare parts and materials required for equipment overhauling or repairs prior to scheduling work.
Identify and create material creation or amendment requests as required.
Ensure refurbishable items are returned with required documents on time and inspect items upon return or delivery.
Support other disciplines in troubleshooting and fault finding of equipment.
Participate in internal, external, and field audits as assigned and complete audit action items before due dates.
Assign teams to inspect incoming equipment spares and materials in the warehouse using relevant technical documents such as OEM manuals and drawings.
Quality, Health, Security, Safety, and Environment
Ensure compliance with regulatory requirements and relevant quality, health, safety, security, and environmental procedures and controls across the section to guarantee employee safety and delivery of high-quality products and services.
Share safety aspects of the organization such as safety alerts, circulars, policy changes, and medical circulars.
Adhere to and follow all company safety policies, procedures, and tenets of operation.
Understand the concept of proactive safety and take personal responsibility to eliminate at-risk behaviors and conditions to contribute positively to the overall goal of zero incidents.
Understand the Q-Safe process and actively participate according to expectations.
Actively participate in toolbox meetings and MSCM meetings as required.

Contribute to identifying opportunities for continuous improvement of maintenance department systems, policies, processes, and practices, taking into account international leading practices to improve productivity and operational efficiency.
Reporting
Contribute to the preparation of timely and accurate reports to meet departmental requirements, policies, and standards.
Follow up on metrics for employee safety performance and achieve departmental key performance indicators (KPIs).
Qatarization
Contribute to the development of Qatari employees. This accountability applies to expatriate employees only.
Qualifications & Experience
Education
Required: Bachelor's degree in mechanical engineering.
Preferred: Master's degree in engineering.
Experience
Required: 5-7 years of experience in the oil and gas industry in mechanical maintenance.
Preferred: Experience in the petrochemicals industry as a mechanical or reliability engineer.
Other Job Specific Requirements and Vocational Accreditations
Working knowledge of SAP and Microsoft Office applications.
Ability to coach and mentor personnel.
Advanced proficiency in communication skills.
Ability to drive a pick-up truck as per company regulations.

Required: English - proficient.
Preferred: Arabic - working knowledge.
