MEP & ELV Project Delivery Specialist
About the Role
We are seeking a commercially aware and execution-driven MEP & ELV Project Delivery Specialist to oversee and drive end-to-end delivery of Extra-Low Voltage (ELV) and electrical engineering projects across Singapore and the Southeast Asia (ASEAN) region. You will manage project schedules, budget and cost control, on-site quality and safety, risk mitigation, and cross-functional stakeholder alignment, ensuring all deliverables meet contractual milestones and client quality expectations.
Roles & Responsibilities (Core Duties)
End-to-End Project Execution: Lead the overall planning, site execution, milestone tracking, and resource management for ELV and electrical engineering projects from kick-off through testing, commissioning (T&C), and handover.
Cost, Schedule & Risk Management: Monitor project budgets, procurement schedules, variation orders, and progress claims; proactively identify project risks, site bottlenecks, and implement effective mitigation measures to prevent cost or schedule overruns.
Site Quality & Safety Governance: Supervise site installation progress, manage testing and commissioning procedures, ensure workmanship quality, and enforce strict compliance with Workplace Safety and Health (WSH) regulations.
Client & Stakeholder Management: Serve as the key operational bridge between clients, main contractors, consultants, and subcontractors; foster long-term partnerships through prompt issue resolution and high delivery standards.
Process Standardization & General Duties: Synthesize site execution experiences to standardize delivery workflows, SOPs, and project management assets, and support additional departmental initiatives assigned by management.
Requirements
Education & Certification
Bachelor’s degree or above in Electrical Engineering, Mechanical Engineering, Building Services, Project/Construction Management, or related disciplines.
Certifications such as PMP, CITPM, or Singapore WSH-related certifications (e.g., BCSS / CSOC / SMCS) are advantageous.
Experience
Minimum 3–5 years of project delivery or site management experience in ELV, MEP, smart building, or digital infrastructure projects.
Proven track record in successfully managing and handing over commercial, industrial, or enterprise engineering projects on time and within budget.
Experience managing regional project teams, subcontractors, and multidisciplinary vendors.
Skills & Knowledge
Solid technical understanding of ELV systems (CCTV, ACS, BMS, Intercom, Network Cabling) and MEP site coordination workflows.
Strong competency in project management tools (e.g., MS Project, Primavera), project accounting, and contract administration.
Familiarity with Singapore construction site regulations, BCA guidelines, and statutory inspection requirements.
Strong negotiation, conflict resolution, and vendor management capabilities.
Ability to thrive in a target-driven, fast-paced site and project environment.
Language & Communication (TAFEP Compliant)
English: Good written and verbal communication skills are required to prepare formal project progress reports, chair technical site meetings, and liaise with consultants and regulatory authorities.
Second Language: Proficiency in Chinese is strongly preferred to coordinate effectively with Mandarin-speaking regional project teams, overseas technical suppliers, and headquarters counterparts.
