The National Fuel Card & Unattended Cardlock General Manager is a hybrid operational and commercial leadership role responsible for expanding fuel card volume, managing cardlock/fleet fueling facilities, and ensuring peak operational reliability.

This position combines B2B commercial sales and account retention with hands-on physical site management, telematics/fuel network integrations (Voyager), regulatory compliance, and site marketing.

Key Responsibilities

1. Commercial Sales & Client Retention

  • New Customer Sales: Identify, prospect, and close new commercial fleet accounts (transportation, logistics, construction, municipal fleets) for fuel card and cardlock network programs.

  • Account Retention: Manage existing commercial accounts to minimize churn, conducting regular account reviews and optimizing fuel purchasing strategies for fleet clients.

  • Discount & Pricing Negotiations: Negotiate competitive fuel discount structures, tiered volume rebates, and network site agreements to win new business while maintaining healthy margins.

  • Customer Support: Provide responsive, high-touch support for account onboarding, credit terms, driver card allocations, transaction disputes, and billing inquiries.

2. Site Operations & Facility Upgrades

  • Site Walkthroughs & Audits: Perform routine physical site walkthroughs and operational audits across all cardlock fueling locations.

  • Site Maintenance: Oversee preventive maintenance and urgent repairs on fuel dispensers, card readers (fleet POS terminals), submersible turbine pumps, filtration, and lighting.

  • Site Upgrades: Plan, budget, and execute capital improvement projects, including dispenser retrofits, EMV/contactless pay terminal modernizations, and tank monitoring system updates.

3. Systems & Technology Integration

  • Samsara & Voyager Integration: Manage and optimize the data integration between Voyager fuel card networks and Samsara fleet management/telematics systems.

  • Fleet Reporting & Fuel Security: Leverage integrated telematics data to detect fuel fraud, match vehicle locations to transactions, and provide commercial fleets with real-time fuel efficiency and mileage reporting.

4. Regulatory Compliance & Safety

  • Environmental & Petroleum Compliance: Maintain compliance with EPA, OSHA, state environmental protection agencies, and local fire marshal requirements.

  • Inspections & Recordkeeping: Manage Underground/Aboveground Storage Tank (UST/AST) testing, spill prevention control and countermeasure (SPCC) plans, leak detection monitoring, and recurring regulatory filings.

5. Marketing & Site Visibility

  • Signage & Marketing Plans: Develop and execute marketing plans, pump decals, brand signage, and directional wayfinding to increase brand recognition and drive driver traffic into commercial cardlock locations.

Qualifications & Requirements

  • Experience: preferred 3–5+ years in fuel card sales, commercial petroleum distribution, fleet card services (e.g., Voyager, WEX, CFN, Pacific Pride), or cardlock site operations.

  • Technical Knowledge:

    • Familiarity with fleet telematics platforms (e.g., Samsara, Geotab) and fleet payment networks (e.g., Voyager).

    • Understanding of cardlock fueling hardware, fuel management systems, and automatic tank gauges (Veeder-Root or equivalent).

  • Compliance Knowledge: Working familiarity with petroleum regulatory standards, UST/AST compliance, and OSHA workplace safety rules.

  • Sales & Negotiation: Proven track record in B2B field sales, margin negotiation, and commercial contract closing.

  • Travel Requirements: Regular local/regional travel required for site visits, customer sales, and vendor meetings.

  • Communication & Mobility: Excellent communication skills.

Key Performance Indicators (KPIs)

  1. Volume Growth: Commercial gallons pumped and total fuel spend across cardlock networks.

  2. New Business: Number of newly onboarded commercial accounts per quarter.

  3. Retention Rate: Retention percentage of existing commercial accounts and year-over-year volume stability.

  4. Site Reliability & Uptime: Minimal dispenser/terminal downtime and zero regulatory compliance infractions.
