What we are looking for:
ODF is looking for a Natural Resource Specialist 1 to support the Astoria District’s reforestation program by planning, implementing, and tracking silvicultural and site‑preparation activities that align with the Northwest Oregon State Forests Management Plan and the Astoria District Implementation Plan. The role ensures that reforestation operations, contract administration, and forest stand data are effectively managed to meet the district’s long‑term forest management goals.
These goals and associated duties include:
Develop and implement young stand management activities such as tree planting, thinning, vegetation control, and stand surveys to support district reforestation goals.
Identify and assess areas requiring reforestation or silvicultural treatment using maps, aerial imagery, and field surveys.
Coordinate and conduct site‑preparation operations, including slash burning, pile burning, excavator piling, and aerial herbicide applications, while maintaining all related equipment.
Administer reforestation‑related contracts by performing field inspections, preparing monthly reports, and recommending adjustments or actions as needed.
Create and maintain accurate reforestation and silvicultural records, manage district data in ArcGIS/ArcPro and Excel, and monitor work for consistency with accepted standards.
Support wildfire suppression, participate in public education activities, and serve as Astoria’s representative for equipment development projects.
Minimum Qualifications:
Three years of experience in Forestry or a closely related natural resource field; OR
A bachelor's degree in Forestry or a closely related natural resource field.
Note: Driver’s License Check – This position requires the operation of a state vehicle for official State business. As part of the hiring process, the agency uses Advanced Reporting LLC to conduct all required DMV and CDL driving‑record checks. Advanced Reporting LLC will obtain and review the driving record for the top candidate to verify possession of a valid license and an acceptable driving record.

Shows a strong background in reforestation methods and young stand maintenance. This includes experience conducting/coordinating stocking surveys, planting inspections, herbicide applications, or pre-commercial thinning operations.
Displays an intermediate level of experience in computers and GIS. This includes experience with software such as ESRI ArcGIS/ArcPro, and Microsoft Office applications (Word, Excel, Access and Outlook).
The ability to work efficiently in the field, primarily in an arduous work environment.
Demonstrates ability to be highly motived working independently and efficiently on multiple tasks and issues.
Skill communicating verbally and in writing with a variety of people to answer questions and explain information.
Skill gathering and analyzing technical or scientific information and drawing conclusions or making recommendations.
Ability to effectively administer contracts to ensure contract compliance.
Must have Oregon Public Pesticide Applicator’s License with Forest and Right of Way Endorsements. (Currently possess or attain within 6 months of hire.)

Salary Determination:
Per the Pay Equity Law passed in 2017, a pay equity analysis for starting salary will be conducted to determine what pay step the successful candidate will be offered.
