Position Overview
SkyBridge Tactical is seeking an experienced Ordnance Inventory Specialist to support Naval Special Warfare Group ONE, Detachment Guam, in Apra Harbor, Guam.
The Ordnance Inventory Specialist will provide ammunition and explosives inventory management, accountability, requisitioning, transportation, storage, regulatory compliance, and administrative support. The specialist will maintain accurate ordnance records, support audits and inspections, coordinate ammunition movements, and ensure compliance with applicable Department of Defense, Department of the Navy, federal, and international requirements.
This position requires an experienced professional capable of working independently with minimal supervision while maintaining a high degree of accuracy, accountability, and attention to detail.
Essential Duties and Responsibilities
- Maintain 100% accountability of ammunition and explosives using the Navy Ordnance Information System.
- Process ammunition issues, receipts, expenditures, requisitions, turn-ins, and associated documentation.
- Maintain accurate ammunition inventory records and reconcile discrepancies.
- Coordinate the handling, storage, shipment, issue, receipt, and movement of ammunition, rockets, mines, and other explosive components.
- Prepare ammunition transportation, storage, issue, receipt, and movement schedules.
- Coordinate and process hazardous-material shipments by ground transportation, vessel, and commercial or military aircraft.
- Prepare and review military transportation and hazardous-material shipping documentation.
- Apply applicable DOT 49 CFR, IATA Dangerous Goods Regulations, International Maritime Dangerous Goods Code, and military transportation requirements.
- Ensure compliance with Arms, Ammunition and Explosives policies, procedures, safety requirements, and physical-security controls.
- Maintain and update records within NARS, ATR, DPAS, and other applicable ordnance or property-management systems.
- Apply NAVSUP P-724, NAVSEA OP 5, OPNAV, NAVSUP, and other applicable ordnance-management requirements.
- Support ordnance-accounting audits, inventories, inspections, qualification and certification programs, and ammunition supply-administration activities.
- Review ordnance policies, procedures, and regulations and assess their impact on current operations.
- Advise Weapons Department personnel regarding ordnance accountability, safety, controls, forecasting, allowances, and transportation.
- Review ordnance-discrepancy investigations and assist with the identification and implementation of corrective actions.
- Support ammunition forecasting, allowance changes, Non-Combat Expenditure Allocation augmentation requests, and training-munitions requisitions.
- Support ammunition requirements associated with Joint Combined Exchange Training and other operational or training activities.
- Ensure hazardous waste and recyclable materials are properly identified, labeled, segregated, stored, and disposed of in accordance with applicable requirements.
- Operate Government trucks and vans when required to perform assigned duties.
- Conduct data entry, research, analysis, and inventory tracking using Microsoft Office applications.
- Prepare military correspondence, status reports, inventory reports, and other required documentation.
- Coordinate with military personnel, logistics organizations, transportation personnel, and regulatory agencies.
- Perform other related ordnance, logistics, and administrative duties as assigned.
Minimum Qualifications
- U.S. citizenship required.
- Active Secret security clearance required.
- Current and valid U.S. passport required.
- Valid state-issued driver’s license required.
- Minimum of five years of direct experience with Navy Ordnance Information System knowledge and processes.
- Minimum of five years of direct Arms, Ammunition and Explosives experience.
- Demonstrated experience with ammunition inventory management, accountability, reconciliation, requisitioning, receipt, issue, expenditure, and forecasting.
- Working knowledge of NARS, ATR, NAVSUP P-724, and NAVSEA OP 5.
- Working knowledge of DPAS or an equivalent authorized Government property-management system.
- Knowledge of DOT 49 CFR, IATA Dangerous Goods Regulations, the International Maritime Dangerous Goods Code, and applicable military hazardous-material transportation requirements.
- Knowledge of installation-level and strategic logistics programs and systems.
- Experience supporting ordnance audits, inspections, investigations, and corrective actions.
- Ability to prepare accurate military correspondence, reports, shipping documents, and inventory records.
- Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint.
- Strong written and verbal communication skills.
- Ability to work independently with minimal supervision.
- High attention to detail and demonstrated commitment to accuracy and accountability.
- Ability and willingness to relocate to Guam and work on-site at Apra Harbor.
- Ability to operate Government trucks and vans.
- Ability to work safely around arms, ammunition, explosives, hazardous materials, and associated storage facilities.
Preferred Qualifications
- Previous Naval Special Warfare, Navy, USSOCOM, or other DoD ordnance-support experience.
- Previous experience performing ammunition-management duties in an OCONUS environment.
- Current hazardous-material transportation or shipping certification.
- Experience shipping hazardous materials by military or commercial aircraft and vessel.
- Forklift or material-handling-equipment certification.
- Experience supporting ordnance qualification and certification programs.
- Experience conducting ammunition allowance reviews and preparing augmentation requests.
Work Environment
This position is located on-site at Naval Special Warfare Detachment Guam in Apra Harbor, Guam. The employee will work with sensitive materials, hazardous materials, and Arms, Ammunition and Explosives under strict safety, security, accountability, and regulatory requirements.
The position requires regular coordination with military personnel, logistics organizations, transportation personnel, and other Government stakeholders. The successful candidate must be capable of working effectively in an OCONUS environment and independently managing assigned responsibilities.
