OC FSP HFW Program Supervisor
PROGRAM SUMMARY
Beginning July of 2026, all Behavioral Health Plans in California will be required to implement High-Fidelity Wraparound (HFW) to fidelity under the Full Service Partnership (FSP) program. All FSPs for children and youth must align with the principles, values, and standards of the HFW model.
HFW provides a comprehensive, holistic, evidence-based, child/youth and family-driven process for responding when children and youth experience significant mental health or behavioral challenges, including children and youth involved in multiple child/youth serving systems. HFW is a team-based and family-centered evidence-based practice that includes an "anything necessary" approach to care for children and youth with the most intensive mental health or behavioral challenges.
The HFW model combines a team-based case management and facilitation approach with individualized and community-based mental health services and supports tailored to meet the individualized needs of the child/youth and family.
POSITION SUMMARY:
The Wraparound Supervisor (referred to as “Leaders” in this document) leads a Wraparound program and their team towards success and sustainability. Beyond managing logistics and compliance, Leaders cultivate a work-place culture centered on autonomy, trust, growth, and adherence to the California High Fidelity Wraparound model, creating an environment where Wraparound staff can thrive.
Through hiring, onboarding, and Continuous Quality Improvement (CQI), the Leader ensures that Wraparound services align with the Ten Principles while role-modeling strengths-based and outcome-focused practices. Leaders empower their teams to serve youth and families with confidence, creativity, and cultural responsiveness.
While other roles in Wraparound focus on direct service or coaching, the Leader is responsible for team cohesion, quality assurance, strategic guidance, and ensuring practices align with organizational values and mission. While the Fidelity Coach focuses on skill-building, role modeling, and in-the-field coaching, the Leader addresses individual staff and overall program performance, hires and retains staff, ensures contractual obligations are met, and provides consultation to the Wraparound staff. This position is expected to participate in an on-call rotation.
GENERAL REQUIREMENTS:
Education/Experience
- Bachelor’s or master’s degree recommended, or an equivalent combination of education and experience
- Prior experience in Wraparound direct service roles strongly preferred
- Familiarity with fiscal and administrative requirements of service delivery, including Medi-Cal, when applicable
- Strength-based leader with team-building skills
- Skilled in facilitation, conflict resolution, and multi-stakeholder collaboration
- Commitment to cultural responsiveness, equity, and meaningful inclusion of Tribal partners and ICWA compliance
Licensure, Registration, Certification
- Valid CA driver’s license and proof of automobile insurance.
- Completion of CPR/First Aid certification within the first thirty (30) days of employment.
