Key Accountabilities:
Strategy & Planning: Ensure effective cascading of the functional strategy into department business plans for vertical alignment and horizontal integration with other interfacing departments/units. Manage the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices, considering leading standards, productivity improvement, and cost reductionPerformance Management: Ensure that all department reports are prepared timely and accurately and meet Bahri’s requirements, policies, and quality standards.
People & Leadership: Manage the effective achievement of assigned objectives through the leadership of the department by setting individual objectives, managing performance, developing, and motivating staff to maximize performance.
Budgeting & financial planning: Develop and recommend the department budget and monitor financial performance versus the budget while ensuring all activities are conducted in line with the approved guidelines.Policies & Procedures: Manage and ensure effective implementation of departmental policies, procedures, and controls covering all areas of assigned departmental activities so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
Functional Responsibilities:
• Supervise daily OSV operations, including port clearance, crew changes, and offshore logistics.
• Coordinate mobilization and demobilization of EPC vessels, rigs, and barges with relevant stakeholders.
• Ensure compliance with Aramco HSE standards, marine guidelines, PTW systems, and applicable regulations.
• Monitor vessel readiness, crew competence, and manpower deployment to ensure operational continuity.
• Review operational reports, logs, incident reports, and compliance documentation.
• Identify and escalate operational risks, delays, and non-conformities as required.
• Support project planning through marine resource allocation and contingency planning.
• Conduct toolbox talks, safety briefings, and coordination meetings.
• Act as the primary escalation point for offshore operational issues and emergencies.
• Participate in audits, inspections, and client reviews to maintain compliance and operational excellence.
• Evaluate supplier and service provider performance and recommend improvements.
• Resolve operational issues with vessels, cargo, and authorities efficiently.
• Ensure accurate invoicing and compliance with contractual KPIs.
• Handle client complaints and implement corrective actions.
• Optimize costs through effective vendor and resource management.
• Develop and supervise offshore operations personnel.
• Ensure customer complaints are investigated and escalated for root cause analysis.
• Measure customer satisfaction through direct client feedback and surveys.
• Maintain strong relationships with clients, service providers, port authorities, and regulatory bodies.
• Serve as the first point of contact for matters within the area of responsibility.
• Report service performance, issues, and recommended solutions to management.
Job Requirements
• Bachelor’s degree in Marine, Nautical Science, or Offshore Operations qualification
• +8 years of offshore operations experience, Minimum 2 years in a supervisory/managerial or acting supervisory/managerial
• Proven experience working on Saudi Aramco offshore projects or equivalent major oil & gas operations.
