Offshore Safety Advisor

Having an Offshore Safety Advisor (OSA) deployed offshore enables the following:

• Continuous monitoring, validation, and verification of HSSE compliance.
• Early identification and rectification of potential non-compliance, non-compliance, and incident-contributing factors.
• Enhancement of safe operations and operational reliability through proactive risk management and robust control of work verification.
• Assurance of Safety Critical Element reliability, equipment safety, and safety-critical position competency through comprehensive acceptance and release processes, audits, and inspections.
• Achievement of transparent reporting, high-quality preliminary incident investigations, and continuous learning from lessons identified.

Continuous HSSE improvement across offshore, rig-less, and vessel operations.

Responsibilities:

At Supply Base/Berth

• Participate in HSE/operational control procedures/SWI development sectional review (including SIMOPS, Interface Documents)
• Participate in Risk Assessment (RA, HAZOP, FMEA, LOPC Assessment, JSA, SIMOPS)
• Perform verification of critical documentation and conduct physical inspections for equipment, Safety Critical Elements (SCEs), and materials, to validate integrity, safety features safe functionality, Potential Dropped Object reliable securing, and intrinsic safety compliance, supporting formal acceptance or rejection decisions with status reporting
• Perform verification of critical documentation for safety-critical positions to validate competency, supporting formal acceptance or rejection decisions with status reporting
• Participate in HWU/Geotech Drilling facilities/Rig/Vessel acceptance exercise with status reporting
• Perform post award audit to contractors’/service partners (when required)
• Conduct HSSE Onboarding to Mariners and/or passengers

At Offshore

• Verify that all critical documents are current, valid, and fit for purpose
• Perform Risk Assessment (RA, HAZOP, FMEA, LOPC Assessment, JSA, SIMOPS) Compliance Verification
• Coordinate and facilitate the revision of existing JSAs or the development of new JSAs whenever changes are identified or new JSAs are required
• Perform Procedural/SWI/Applicable Legal and Other Requirements compliance verification
• Perform verification of critical documentation and conduct physical inspections for equipment, Safety Critical Elements (SCEs), and materials, to validate integrity, safe functionality, Potential Dropped Object reliable securing, safety features and intrinsic safety compliance
• Perform safety case barrier and SCE operationalization verification
• Daily and Weekly Reporting
• Validate personnel competency
• Assist the execution of table-top/simulated ER drill scenario exercise (execution, debrief and post mortem)
• Perform hand tool/working at heights tool/confined space equipment compliance verification
• Perform workplace HSE, Hygiene, Food Safety Preparation and Medical Management inspection
• Upon any incident, form site investigation team and perform preliminary investigation
• Verify Pre job, during job (Time Out for Safety), and post job (Debrief) JSA-PTW review, PJSM/TBT
• Act as the principal on-site HSSE primary representative and advocate
• Coordinate and rigorously oversee the implementation of PPJO HSSE Program, ensuring robust Control of Work throughout assigned/covered offshore operations and premobilization/demobilization operations
• Diligently monitor and report on the progress of operations, immediately identifying and addressing any potential HSSE hazards, incidents, or deviations from safety procedures/requirements/risk control measures.
• Promote and Deliver strong, visible HSSE leadership and role-model exemplary conduct, receiving direction exclusively from the HSSE Department. Manage on-site communication flow, ensuring all parties are thoroughly informed of relevant operational and safety updates, including any potential hazards or changes in procedures. Ensure strict and unwavering compliance with all relevant requirement
• Part of facility orientation team for all new personnel onboard
• Share and discuss HSSE Tips and/or alert for lesson learning
• Perform Pre job JSA-PTW review, PJSM and TBT. JSA – PTW audit vs Actual Job for improvement
• Promote “during job” (Time Out for Safety), post job (Debrief), questioning attitude, 3-way communications, and stop when unsure
• Coach, execute and monitor behavioral based safety program (ie HPI, Junior HSSE Leadership, Supervisory Safety program)
• Promote effective communication of risk assessment outcomes, risk control measures, and applicable operational control procedures, including SWI and HSSE requirements
• Coach the Persons on Board (POB) to conduct high-quality hazard observations through workplace HSSE inspections, equipment safety inspections, hygiene and medical management inspections, UCUA, ASC, and operational HSSE surveillance activities
• Proactively liaise with POB, and respective departments to ensure assigned/covered offshore operations and premobilization/demobilization operations are conducted with the utmost regard for safety
• Coach site team to ensure records availability of all activities, including but not limited to safety checklists, incident reports (if any), manifests, logs, UCUA and equipment inventories, ensuring all documentation reflects adherence to requirements
• Actively coach and support the implementation of HSSE program/plan/best practices
• Appropriately escalate HSSE concerns to the immediate HSSE superior when risks are not adequately controlled, changes are not properly managed through the change management process, risks remain uncertain, or when risk perceptions differ or conflicts arise within the operating team
• Advice the POB in resolving operational challenges safely, with HSSE as the highest priority by providing critical thinking when performing re-risk assessment/JSA revisit whenever there is operational changes

Job Requirement:-

• Recognized Degree in any field
• Minimum 5 years of demonstrable experience offshore with a proven track record of prioritizing and enforcing HSSE
• Must possess a recognized Malaysian/International Qualification minimum of NIOSH/NEBOSH Certificates or equivalent
