Position Summary
The Contract Maintenance Manager (CMM) serves as the senior on-site manager responsible for the overall performance, administration, coordination, and daily execution of Operations and Maintenance (O&M) services supporting the 36th Medical Group at Andersen Air Force Base, Guam.
The CMM has full authority to act on behalf of the Contractor for matters relating to the daily operation of the task order and is responsible for ensuring that all preventive maintenance, unscheduled maintenance, repairs, service orders, facility management support, subcontracted services, and associated documentation are performed in accordance with the Performance Work Statement (PWS), applicable regulatory requirements, and Government standards.
The CMM serves as the primary operational interface between the Contractor and Government representatives, including the Contracting Officer (KO), Contracting Officer's Representative (COR), Facility Manager (FM), U.S. Army Corps of Engineers (USACE), Defense Health Agency (DHA), and 36th Medical Group personnel.
Essential Duties and Responsibilities
Contract & Facility Operations Management

Provide overall management and supervision of contract O&M activities supporting the Andersen AFB 36th Medical Group facilities.

Exercise full authority to act for the Contractor on matters relating to daily task order operations.

Direct and coordinate preventive maintenance, unscheduled maintenance, emergency maintenance, repairs, service orders, and facility management support activities.
-
Ensure sufficient qualified personnel, subcontractors, equipment, materials, tools, and resources are available to meet all PWS requirements.
-
Supervise a diversified workforce responsible for the operation, maintenance, and repair of commercial and healthcare facility infrastructure systems.

Establish daily and weekly work priorities based upon mission requirements, equipment criticality, preventive maintenance schedules, emergency conditions, and Government priorities.

Coordinate maintenance activities to minimize disruption to medical operations, patients, staff, and the healthcare mission.
-
Ensure contractor and subcontractor personnel maintain all required licenses, certifications, qualifications, and training applicable to their assigned work.

Monitor staffing levels and coordinate timely replacement of vacancies to maintain required contract performance.
-
Maintain professional working relationships with Government personnel, facility occupants, subcontractors, vendors, and installation support organizations.
Preventive Maintenance Management
-
Manage execution of the facility's preventive maintenance program for Real Property Installed Equipment (RPIE), building systems, and associated infrastructure.

Ensure preventive maintenance is performed in accordance with applicable DoD Military Health System Real Property Systems Standards (RPSS), manufacturer recommendations, UFC requirements, NFPA requirements, applicable codes, and contract requirements.

Ensure preventive maintenance schedules accurately identify required tasks, frequencies, standards, and applicable regulatory references.

Monitor RPSS requirements and coordinate necessary revisions to preventive maintenance schedules.
-
Ensure preventive maintenance activities preserve applicable manufacturer warranties.
-
Verify that technicians and subcontractors performing warranty-sensitive maintenance possess appropriate manufacturer qualifications when required.
-
Monitor PM completion rates, overdue maintenance, equipment deficiencies, recurring failures, and maintenance trends.
-
Coordinate corrective action when maintenance deficiencies or unacceptable equipment conditions are identified.
Unscheduled & Emergency Maintenance
-
Direct the Contractor's response to routine, urgent, and emergency maintenance requirements.
-
Ensure service requests are prioritized and completed within contractual response and completion requirements.
-
Ensure emergency maintenance receives immediate coordination and continuous attention until the affected condition is made safe.
-
Coordinate troubleshooting and repair of facility infrastructure failures affecting healthcare operations.
-
Evaluate unscheduled maintenance requirements and determine appropriate labor, material, subcontractor, and procurement resources.
-
Coordinate Government-approved service orders for work exceeding the applicable Firm-Fixed-Price (FFP) unscheduled maintenance threshold.

Ensure service order packages are properly developed, documented, submitted, tracked, and closed.
-
Coordinate subcontractor performance, materials procurement, quality control, safety oversight, and scheduling associated with service order work.
-
Maintain awareness of contingency situations, natural disasters, exercises, environmental incidents, and other events requiring emergency facility support.
Government & Customer Coordination
-
Serve as the primary Contractor representative for day-to-day coordination with the COR and Facility Manager.
-
Attend and participate in Government meetings concerning MTF operations, maintenance, safety, facility management, and contract performance.
-
Lead or participate in the Weekly O&M Meeting with the Facility Manager and COR.
-
Prepare and present contract status information covering preventive maintenance, corrective maintenance, open work requests, utility failures, generator testing, service orders, RPIE inventory, warranty actions, training, records, drawings, manuals, upcoming events, and DMLSS-FM/LogiCole issues.

Brief MTF and installation management regarding facility operations and maintenance matters when requested.
-
Coordinate visits from Contractor corporate management and provide the COR with appropriate notification and meeting agendas.
-
Maintain a correspondence and suspense tracking system to ensure timely responses to Government requests and required reports.
-
Immediately elevate significant safety, operational, equipment, or mission-impacting deficiencies to appropriate Government representatives.
DMLSS-FM / LogiCole & Work Management
-
Provide management oversight of the DMLSS-FM/LogiCole computerized maintenance management system.
-
Ensure preventive and unscheduled maintenance activities are accurately documented and properly closed.
-
Ensure service orders, maintenance records, equipment information, labor, materials, findings, and corrective actions are properly documented.
-
Monitor RPIE inventory accuracy and coordinate equipment additions, deletions, and changes.
-
Ensure maintenance records provide sufficient technical detail to document actual work performed and equipment condition.
-
Ensure required hard-copy maintenance and service order records are properly maintained and available for Government inspection.
Reporting & Documentation
-
Oversee preparation and submission of all required operating records, reports, correspondence, and contract deliverables.
-
Prepare or oversee the Monthly O&M Progress Report documenting contract performance, including:
-
Preventive maintenance workload and completion.
-
Unscheduled maintenance received and completed.
-
Unscheduled maintenance funding status.
-
Quality Control statistics.
-
Safety incidents and safety training.
-
Equipment downtime.
-
Customer satisfaction.
-
Environmental and spill incidents.
-
Operational improvements and recommendations.
-
Work delays and other issues affecting contract performance.
-
Ensure reports are reviewed with the COR and submitted within contractual deadlines.

Ensure all contract correspondence, work documentation, DMLSS-FM/LogiCole entries, service order packages, proposals, and quotations are completed in English.

Maintain accurate Government records and ensure required documentation is available for inspection.
Quality Management
-
Maintain management responsibility for ensuring work complies with the Contractor's approved Quality Control Plan (QCP).
-
Coordinate closely with the Quality Control Manager to identify maintenance deficiencies and implement corrective actions.
-
Review recurring quality deficiencies, callbacks, equipment failures, and Government findings to identify systemic problems.
-
Ensure corrective and preventive actions are implemented when performance deficiencies are identified.
-
Support Process Improvement initiatives associated with The Joint Commission and healthcare facility accreditation requirements.
-
Promote continuous improvement of maintenance practices, reliability, documentation, customer service, and facility performance.
Safety & Environmental Compliance
-
Support implementation of the Contractor's Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and safety program.
-
Coordinate with the designated Safety and Health Officer to ensure maintenance activities comply with EM 385-1-1, OSHA, DHA, installation, and MTF safety requirements.
-
Ensure unsafe conditions identified during facility operations are immediately addressed and reported as required.
-
Ensure contractor and subcontractor activities comply with applicable environmental laws, installation requirements, and the MTF Hazardous Waste Management Plan.
-
Support proper management of hazardous materials, Safety Data Sheets (SDS), hazardous waste, spill response, and environmental reporting.
-
Promote an organizational culture emphasizing safety, quality, accountability, and protection of patients, staff, Government personnel, and Government property.
Emergency & Contingency Responsibilities
-
Remain reachable by company cellular telephone 24 hours per day, 7 days per week, 365 days per year for emergency situations.
-
Provide immediate direction to Contractor personnel when notified of an emergency.
-
Notify and coordinate with the COR and Facility Manager during emergency situations.
-
Personally respond, or ensure an approved designated alternate responds, to the MTF within one (1) hour when an after-hours situation requires on-site CMM presence.
-
Support Installation emergency response, disaster recovery exercises, contingency operations, severe weather events, and other mission requirements.
-
Maintain familiarity with applicable Disaster Casualty Control, Medical Contingency Response, and Contingency Support Plans.
-
Coordinate facility recovery activities following utility outages, equipment failures, natural disasters, and other emergency conditions.
Security & Government Property
-
Maintain accountability and control of Government-issued facility keys and access devices.
-
Ensure keys and controlled access devices are distributed only to authorized personnel.
-
Immediately report lost, stolen, or potentially duplicated Government keys or access devices.
-
Ensure Government property, equipment, facilities, records, and controlled materials are appropriately safeguarded.
-
Ensure Contractor personnel comply with installation security, identification, access, Antiterrorism, OPSEC, and cybersecurity requirements.
Required Qualifications
The Contract Maintenance Manager shall:

Be technically qualified in the field of Healthcare Facilities Management.
-
Possess a minimum of three (3) years of experience in business occupancy medical facility operations and maintenance.
-
Possess a minimum of five (5) years of experience servicing and/or renovating commercial buildings.
-
Have demonstrated experience supervising a diversified workforce responsible for operations, maintenance, and repair of commercial building infrastructure systems.

Possess working knowledge of codes and standards applicable to healthcare facility O&M, including:

Be capable of effectively communicating technical facility issues to Government representatives, maintenance personnel, subcontractors, and facility leadership.
Preferred Qualifications
-
American Society for Health Care Engineering (ASHE) Certified Healthcare Facility Manager (CHFM) certification.
-
Previous management experience supporting U.S. Department of Defense medical facilities.
-
Experience supporting Defense Health Agency healthcare facilities.
-
Experience managing U.S. Government facility O&M contracts.
-
Experience with DMLSS-FM, LogiCole, RPSS, or comparable computerized maintenance management systems.
-
Working knowledge of healthcare facility infrastructure, including HVAC, chillers, electrical distribution, emergency power, plumbing, fire protection, building automation, medical gas, and related critical building systems.

Experience managing subcontractors and service-order-based facility repair projects.
Duty Hours & Availability
The CMM shall be physically onsite during the facility's normal duty hours, currently Monday through Friday, 0800–1700, excluding Federal holidays, unless otherwise coordinated with the Facility Manager.
The position requires after-hours availability because scheduled maintenance affecting facility operations—including certain fire alarm testing, generator testing, HVAC maintenance, and chiller maintenance—may be required outside normal operating hours.
The CMM or properly qualified designated alternate must be capable of responding onsite within one (1) hour when required for an after-hours emergency.
Supervisory Responsibilities
The CMM provides overall operational leadership and management oversight for Contractor personnel and subcontractors supporting the task order. Responsibilities include work prioritization, resource coordination, performance monitoring, technical oversight, subcontractor coordination, employee development, and ensuring sufficient qualified personnel are available to meet contractual requirements.
Key Personnel Status
The Contract Maintenance Manager is designated as Key Personnel under the OMEE task order and must be an employee of the Prime Contractor. The proposed CMM may not assume the responsibilities of the position until approved by the Contracting Officer.
The Andersen AFB PWS permits the CMM to be dual-hatted, provided the additional responsibilities comply with the limitations applicable to the other assigned position and do not interfere with effective contract performance.
Physical & Work Environment Requirements

Ability to routinely inspect mechanical rooms, utility spaces, rooftops, equipment areas, and active maintenance work locations.

Position Objective
The primary objective of the Contract Maintenance Manager is to ensure safe, reliable, compliant, and cost-effective operation and maintenance of the Andersen AFB 36th Medical Group facilities while maintaining uninterrupted support to the healthcare mission and meeting or exceeding all contractual performance requirements.
