Operational Medicine Chief Architect

Provide senior technical leadership for a mission-critical portfolio supporting operational and deployed medical environments.
You will define the technical vision, architecture strategy, and standards across complex healthcare technology programs.
The role combines enterprise architecture, solution development, business development, and technical delivery across federal healthcare environments.
You will shape secure, interoperable, resilient, and scalable solutions aligned with modernization, cloud, cybersecurity, data, and digital transformation objectives.
As a senior technical authority, you will engage with executive customers, strategic partners, business development teams, and delivery organizations.
You will also influence major capture and proposal efforts by developing differentiated technical solutions, value propositions, and solution themes.

Accountabilities:
- Serve as the senior technical authority for the operational medicine portfolio, establishing technical vision, architecture standards, governance, and solution strategy across programs.
- Lead the development of innovative and competitive solutions for major operational medicine and deployed medical environment opportunities, balancing technical requirements with cost, schedule, quality, and business considerations.
- Own overall solution architecture for key proposals, integrating contributions across application development, enterprise services, operations and maintenance modernization, cloud, digital transformation, data, AI, and related technology domains.
- Drive technical capture strategy by developing differentiated value propositions, solution themes, and technical approaches aligned with customer missions and requirements.
- Lead pre-sales engineering activities and engage directly with customers, business development teams, and strategic partners to understand needs and shape solutions.
- Develop and review white papers, proposals, executive briefings, marketing materials, and other technical content that demonstrates organizational thought leadership.
- Provide technical leadership and oversight to solution architects and delivery teams, while mentoring and developing architecture talent across the sector.
- Guide the creation and maturation of reusable capabilities, accelerators, frameworks, and technical differentiators that can be leveraged across multiple accounts.
- Support program management and business development reviews and contribute technical expertise to improving the performance and health of existing programs.
- Provide hands-on technical guidance when delivery teams encounter complex challenges, working directly with customers when necessary to develop creative solutions and alternatives.
- Stay current on technology and industry trends and translate emerging capabilities into enterprise solutions that strengthen competitive positioning.
- U.S. citizenship.
- Bachelor's degree in Computer Science, Engineering, or a related discipline.
- 10+ years of experience planning, architecting, designing, and developing system or software solutions, including at least 5 years in a Solution Architect, Chief Architect, or Lead Architect role.
- Strong experience across system development, software or application development, operations and maintenance, system architecture, cloud architecture, and Agile or Scaled Agile environments.
- Experience developing or managing DevOps and DevSecOps solutions based on cloud infrastructure.
- Demonstrated expertise designing distributed, highly scalable, and highly available systems.
- Proven ability to establish technical strategy, architecture standards, and governance across a portfolio of programs or an entire business sector.
- Experience leading, mentoring, and developing solution architects and multidisciplinary technical teams.
- Excellent written, verbal, and executive-level presentation skills.
- Strong critical-thinking abilities and the capacity to understand customer objectives and translate them into effective technical solutions throughout the opportunity lifecycle.
- Demonstrated experience translating complex technology solutions into high-quality written responses throughout business development, capture, and proposal processes.
- Ability to conceptualize clear technical graphics that communicate processes, relationships, dependencies, technologies, benefits, features, and alignment with customer requirements.
- Proven ability to write, review, direct, and develop proposal content across diverse technical disciplines and solution areas.
- Broad and deep understanding of technology trends, enterprise architecture, and modern digital solutions, with Oracle technology experience considered valuable.
