Operations Executive
Company: Zenith Facility Services Pte Ltd
Employment Type: Full-Time, Permanent
Salary: SGD $3,200 – $4,000 per month + performance incentives
Location: Field-based across client sites in Singapore, reporting to our office at Defu Lane, Singapore
Working Hours: Monday – Friday, 9:00 am – 6:00 pm; occasional Saturdays, offset by a weekday off
Reports To: Chief Executive Officer
About the Role
We are hiring an Operations Executive to run day-to-day service delivery across all our contracts: getting the right people to the right sites every day, holding service standards to the contract specifications, keeping our sites safe, and being the person clients call when something goes wrong.
This is a hands-on, field-based role, not a desk job. It suits someone who has supervised frontline crews, stays calm when a cleaner does not turn up at 6am, and closes out a complaint properly rather than passing it on.
WhoYou Will Work With
• Chief Executive Officer: set sservice priorities and approves changes to contracts, manpower and spending. You give the CEO ground-level insight and recommendations.
• HR Executive: owns recruitment administration, payroll, work passes, leave records and disciplinary processes. You provide accurate attendance, overtime and incident input, flag conduct and performance issues, and take part in cleaner interviews and onboarding at site.
• Admin & Compliance Executive: owns client invoicing, accounts receivable, the compliance evidence packs for audits and tenders, and grants. You own the site risk assessments and the bizSAFE and ISO 45001 operational records, and provide these and other site records (inspection reports, attendance confirmations, work completion) for their evidence packs and billing on time.
KeyResponsibilities
1. Manpower Deployment, Rostering and Attendance
• Plan daily and weekly rosters across about 20 contracts so that every site meets its contracted manpower and shift requirements.
• Arrange relief cover for absences, leave and MCs before the gap affects service, and keep a reliable relief pool.
• Monitor attendance and punctuality daily, follow up on no-shows, and give the HR Executive verified attendance and overtime records for payroll.
• Deploy each cleaner only in work that matches their role, PWM job level and training, and only in the work their pass allows. Flag any gaps to HR.
2. Site Supervision and Service Quality
• Lead and develop the site supervisors who report directly to you, and through them the frontline crews across all sites, holding everyone to standards of punctuality, grooming, conduct and work quality.
• Run scheduled and unannounced site inspections and audits against each contract's cleaning specifications and KPIs, record the results, and raise and close corrective actions.
• Brief crews on site-specific SOPs, client requirements and changes to work scope.
3. Client Liaison and Complaints
• Act as the main operations contact for assigned clients and managing agents.
• Acknowledge, investigate and resolve complaints within the response times in each contract, and keep the complaints log and corrective actions up to date.
• Attend client meetings and joint inspections, and prepare monthly operations reports for clients.
• Refer out-of-scope requests to the CEO for pricing rather than agreeing to them on site.
4. Workplace Safety and Health
• Own the site risk assessments and safe work procedures for every site: carry them out, review them on schedule and after any incident or change, and make sure crews follow them and use the right PPE.
• Conduct regular toolbox talks and keep attendance records.
• Report incidents, injuries and near-misses immediately, investigate root causes, and work with the HRExecutive on MOM incident reporting and work injury claims.
• Own the bizSAFE and ISO 45001operational records, keep them audit-ready, and lead site preparation for bizSAFE and ISO audits.
5. Compliance and Quality Records
• Help keep sites in line with NEA cleaning business licence conditions, such as cleaners being trained and correctly deployed.
• Maintain operational records for ISO 9001, 14001 and 45001: inspection checklists, corrective actions, chemical safety data sheets, waste handling and equipment maintenance logs.
• Hand completed records to the Admin & Compliance Executive for audit and tender evidence packs.
6. Consumables, Equipment and Vendors
• Monitor stock of cleaning consumables, chemicals and equipment across sites, and order before shortages affect service, up to an agreed limit; anything above needs CEO approval.
• Arrange equipment servicing, repairs and replacements with vendors, and keep the equipment register current.
• Control consumable usage by site and flag unusual consumption.
7. Tenders, Mobilisation and Reporting
• Support tenders with site surveys, manpower and equipment planning, and operational methodology input.
• Plan and lead the mobilisation of new sites: manpower, rosters, equipment, consumables, site induction and client handover.
• Prepare weekly and monthly operations summaries for the CEO, covering manpower utilisation, complaints, inspection scores and incidents, and recommend improvements.
Requirements
Essential
• Diploma or Degree in any discipline (Operations, Facilities Management or Building Services preferred).
• Experience directly supervising frontline or ground staff across multiple sites, ideally in cleaning, facility management or another service operation.
• Experience handling client complaints from first report to resolution.
• Working knowledge of WSH basics: risk assessments, incident reporting and PPE.
• Willingness to travel daily to client sites across Singapore, with regular early-morning starts.
• Good spoken and written English for client communication and reports, and Excel or Google Sheets skills for rosters and reporting.
Advantageous
• Familiarity with NEA cleaning standards, bizSAFE, ISO 9001/14001/45001 or the Progressive Wage Model.
• WSQ Environmental Cleaning or supervisory certification, or a bizSAFE Level 2 / Risk Management course.
• Experience with tenders or new site mobilisation.
• Class 3 driving licence.
• Ability to communicate in Mandarin, Malay, Tamil, Bengali or Burmese, as many of our frontline staff use these languages day to day.
Work Arrangement
• This is a travelling role across multiple client sites, with office reporting at Defu Lane.
• Cleaning operations begin early, so expect regular early-morning site starts.
• Occasional Saturday work is offset by a weekday off. After-hours attendance for incidents, audits and mobilisations is shared on a rotation.
