Operations Manager
We are looking for an experienced and results-oriented Operations Manager to oversee and coordinate the company's day-to-day construction operations. The Operations Manager will be responsible for ensuring that projects are executed efficiently, safely, within budget and according to the required schedule and quality standards.
The successful candidate will work closely with Project Managers, Site Managers, Engineers, Supervisors, subcontractors, suppliers and clients to ensure smooth project execution and effective resource management.
Key Responsibilities
1. Construction Operations
- Oversee and coordinate the overall operations of multiple construction projects.
- Ensure projects are executed according to approved drawings, specifications, schedules and contractual requirements.
- Monitor project progress and identify potential delays, risks and operational issues.
- Coordinate closely with Project Managers and Site Teams to ensure timely completion of works.
- Establish effective operational procedures and improve project execution efficiency.
- Conduct regular site visits to monitor progress and resolve operational issues.
2. Manpower & Resource Management
- Plan and allocate manpower, equipment and resources according to project requirements.
- Monitor manpower productivity and ensure efficient utilization of workers.
- Coordinate deployment of local and foreign workers across projects.
- Work with Project Managers and Site Supervisors to address manpower shortages and productivity issues.
- Monitor equipment, tools and machinery requirements.
3. Subcontractor & Supplier Management
- Coordinate and monitor subcontractors to ensure works are completed according to schedule and quality requirements.
- Evaluate subcontractor performance and address issues relating to productivity, quality and safety.
- Coordinate with suppliers to ensure timely delivery of materials and equipment.
- Negotiate with suppliers and subcontractors where necessary to achieve competitive costs and timely delivery.
- Maintain good working relationships with key subcontractors and suppliers.
4. Procurement & Materials
- Oversee project procurement activities and ensure materials are ordered and delivered on time.
- Monitor material requirements against project schedules.
- Follow up on outstanding purchase orders and delayed deliveries.
- Ensure materials are properly stored, controlled and utilized.
- Work closely with the commercial and project teams to control procurement costs.
5. Project Cost & Budget Control
- Monitor project operational costs and resource utilization.
- Work with Project Managers and Quantity Surveyors to control project costs.
- Identify potential cost overruns and implement corrective measures.
- Review manpower, subcontractor, equipment and material costs.
- Assist management in monitoring project profitability.
6. Safety, Quality & Compliance
- Ensure all construction activities comply with Singapore workplace safety requirements and company policies.
- Promote a strong safety culture across all project sites.
- Ensure proper risk assessments, method statements and safety procedures are implemented.
- Monitor quality of construction works and ensure defects are rectified promptly.
- Ensure compliance with relevant statutory, contractual and client requirements.
7. Planning & Reporting
- Review project schedules and ensure operational activities are aligned with project milestones.
- Monitor critical activities and coordinate recovery plans where delays occur.
- Prepare regular operational and project progress reports for management.
- Maintain proper records of manpower, materials, equipment, subcontractors and site activities.
- Escalate major operational issues and risks to senior management promptly.
8. Team Management
- Lead and manage the operations team, including Project Managers, Site Managers, Engineers and Supervisors.
- Set clear objectives and performance expectations for the operations team.
- Monitor staff performance and provide guidance and support where required.
- Develop a culture of accountability, teamwork and continuous improvement.
- Conduct regular operational meetings and follow up on action items.
9. Client & Stakeholder Coordination
- Maintain effective communication with clients, consultants, authorities and other project stakeholders.
- Attend project meetings where required.
- Support the project team in resolving contractual, technical and operational issues.
- Maintain good relationships with clients and key stakeholders.
Requirements
- Minimum Degree in Construction Management, Civil Engineering, Building, Quantity Surveying, Automation or a related discipline.
- Minimum 15 years of relevant experience in the construction industry, with at least 10 years in a managerial or senior management role.
- Strong leadership, communication, negotiation and problem-solving skills.
- Experience with construction/project management software will be an advantage.
- Able to work independently, make decisions and handle multiple priorities under pressure.
