Operations Research Analyst (Journeyman)
OCT Consulting is a business management and technology consulting firm that supports Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for an Operations Research Analyst to work with our federal client.
This position is contingent upon contract award.
Day to day responsibilities include:
- Design, develop, and maintain performance dashboards and program reports.
- Translate business requirements into KPIs.
- Analyze data to identify trends and insights.
- Provide clear, actionable data visualizations using tools such as Power BI.
- Support strategic planning and performance management initiatives.
Requirements
- Citizenship: Must be a U.S. Citizen
- Education: A Bachelor’s degree (BA/BS) is required with a minimum of four (4) years of relevant experience. Master’s degree (MA/MS), with a minimum of two (2) years of relevant experience
- Experience: A Bachelor’s degree (BA/BS) is required with a minimum of four (4) years of relevant experience. Master’s degree (MA/MS), with a minimum of two (2) years of relevant experience. Minimum of eight (8) years of relevant experience may be substituted for a formal degree. Relevant experience includes data analysis, performance management, business intelligence, and dashboard development. Minimum of three (3) years of relevant experience in support of federal government agencies (such as USCG or DHS).
- Certifications: Microsoft Certified: Data Analyst Associate (PL-300)
- Clearance Requirements: Must be able to undergo and successfully complete a Homeland Security Presidential Directive (HSPD)-12 qualifying Tier 2 background investigation for Common Access Card (CAC) issuance.
- Location/on-site requirements: Primarily on-site in Washington, DC, with off-site remote work authorized on a situational, case-by-case basis.

Salary Range: $90,000-$110,000
