JOB TITLE: OPERATIONS RESEARCH ANALYST (ORSA)
LOCATION: PENSACOLA, FLORIDA | CENTER FOR NAVAL AVIATION TECHNICAL TRAINING (CNATT)
STATUS: FULL-TIME, EXEMPT, SALARY, ONSITE
CLEARANCE: ACTIVE SECRET CLEARANCE
Carley is seeking an Operations Research Analyst (ORSA) to support the Center for Naval Aviation Technical Training (CNATT) in Pensacola, Florida. This role is ideal for a mission-focused analyst who can work onsite at a Navy schoolhouse on a military installation and who can obtain and maintain the required security clearance and credentials, including a CAC, for base access and performance of duties. This position requires up to 10% anticipated travel and the ability to lift up to 50 lbs. on limited occasions, as needed.
WHAT YOU'LL DO AT CARLEY:
- Manage, analyze, and integrate programs and projects, including project analysis, oversight, and technical support.
- Assist in defining program objectives and requirements.
- Interface with senior government technical and administrative personnel and other contract personnel.
- Identify data requirements and gather required facts and information.
- Develop integrated conclusions and insights.
- Implement actions in support of defined agenda and project objectives.
- Provide project, financial, and technical progress reports.
- Prepare Program Management Reviews and Milestone decision templates.
- Design and implement program planning timelines.
- Track program execution, financial execution, and expenditures.
- Perform other duties and support projects as assigned and needed.
WHAT YOU'LL BRING:
- BA/BS degree in operations research, analysis, or a related field.
- At least 5 years of specific experience, or related experience, in training systems, force designs, or educational programs management.
- Experience conducting analytical studies using mathematical, statistical, and other scientific methods for the design, development, and adaptation of education/training programs.
- Thorough understanding of the Navy Training Process (NTP), including the AIM toolset (CPM and LO Module).
- Must possess superior analytical, writing and editing skills and the capability to produce senior executive level briefings
- Advanced level capabilities of Microsoft Applications such as: PowerPoint, Outlook, Word, Excel, Access, and Project Management
- Technical expertise regarding data models, database development & maintenance, data mining, and segmentation techniques-primarily Sharepoint
- Strong knowledge of and experience with reporting packages and databases
- Knowledge of statistics and experience using statistical packages for analyzing large datasets (Excel or Power BI)
- Adept at queries, report writing, and presenting findings
- Well-developed written and verbal communication skills
- Must have an active Secret clearance and/or have been active within the last 24 months, with the ability to maintain the applicable security clearance(s) and additional credentials, including a CAC, required to access a military installation and perform assigned duties.
- Due to the nature of the work at Carley, this position requires U.S. citizenship - REQUIRED.
