Significance Inc. is seeking an Oracle EBS - System/Solution Architect to support an upcoming federal program (contingent upon award). This role will be remote.This role will be supporting The Department of Labor (DOL) requires Operations and Maintenance (O&M) Services for its centralized financial management system, New Core Financial Management System (NCFMS). In addition to core O&M functions, the team will support the continuous improvement of financial management services, ensuring system performance, security, and availability meet the evolving needs of DOL stakeholders. All services will be performed in compliance with the applicable standards, policies, and performance expectations.As a mission-critical enterprise system, NCFMS underpins DOL’s finance and accounting operations, including invoicing and payments, budget execution, fixed asset management, general ledger oversight, and project accounting. NCFMS was upgraded from Oracle EBS v12.1.3 to Oracle EBS v12.2.9 in February 2022. Subsequent notable upgrades include Replacing DUNS with Unique Entity Identifier (UEI); Single Sign On Implementation (PIV card integration with Azure); Implementation of REST APIs for custom developed screens; Deployment of Oracle Analytics Server for all NCFMS reporting needs; Upgrade to Tungsten Markview 2025.3 (10.6), Capture 11.2; Webservice updates to ETA OJC UMS; Integration with GrantSolutions managed by HHS; Implementation of NCFMS Data-in-Transit and Data-at-Rest Encryption; Integration of NCFMS and Treasury G-Invoicing, including migration to U.S. Treasury’s G-Invoicing system for Interagency Agreements (IAA) (7600A) and Orders (7600B); Modernization of the custom developed User Interface framework from legacy Enterprise Java Beans/OC4J code to ReactJS framework.

Required Skills:

  • System Solution Architect designs, maintains, and modernizes enterprise financial systems for the Department of Labor's (DOL) New Core Financial Management System (NCFMS).
  • System Design: Create scalable architecture blueprints for NCFMS modules, ensuring alignment with federal financial standards.
  • Integration & Modernization: Oversee the integration of financial databases, cloud services, and web applications.
  • Compliance & Security: Enforce federal security controls like NIST 800-53 and FedRAMP compliance requirements.
  • Stakeholder Collaboration: Coordinate with agency program managers, financial analysts, and cybersecurity teams to resolve system bottlenecks.
  • Experience: 12+ years in enterprise-scale solution architecture, specifically with federal financial or large-scale Oracle ERP systems.
  • Education: Minimum bachelor’s degree from an accredited university, preferably majoring in Computer Science, Information Systems, or a related engineering field.
  • Technical Stack: Deep expertise in cloud platforms (AWS/Azure), database administration (Oracle/SQL), and modern API microservices.

Additional Information:

  • Must be able to obtain a Public Trust Level 5 or 6 clearance
  • The work to be performed under this contract action is not anticipated at a gov’t owned/controlled site, however all performance must occur within the continental United States. Accessing Department of Labor (DOL) Government Furnished Equipment (GFE) or logging into the DOL network from outside of the United States is strictly prohibited without proper authorization.
  • May be requested to attend meetings in-person at DOL HQ in Washington, DC.
