Oracle FMW/OIC Technical Project Manager

Discussion

Description

Oracle Fusion Middleware / Oracle Integration Cloud (OIC)

Position Overview

We are seeking an experienced Senior Technical Project Manager to lead the assessment, modernization, and migration of a large and complex Oracle integration landscape to Oracle Integration Cloud (OIC).
The environment includes Oracle SOA Suite, Oracle Service Bus (OSB), Oracle Fusion Middleware (FMW), Oracle E-Business Suite (EBS), WebLogic, APIs, and EDI/B2B integrations.

This is a strategic technical leadership and delivery role, not a traditional status-reporting project management position.

The ideal candidate combines strong technical understanding of Oracle middleware and integration architecture with proven client-facing project leadership. Candidates should have prior experience working with OIC and Oracle EBS integrations and be comfortable reviewing architectures and designs, challenging technical approaches, anticipating delivery risks, and engaging credibly with architects and developers.

Hands-on development is not expected from PM. However, the individual must have sufficient technical depth to:

  • Understand and challenge proposed integration designs and migration approaches.
  • Communicate effectively with architects, developers, and technical leads.
  • Anticipate architectural and delivery risks.
  • Translate technical issues into business and program impacts.
  • Manage senior client stakeholders and difficult conversations.
  • Protect project scope, schedule, quality, and commercial objectives.

Key Responsibilities

Client & Engagement Management

  • Serve as the primary point of contact for client business and IT stakeholders, including senior and executive leadership.
  • Build trusted relationships and act as a strategic advisor on Oracle SOA/FMW integration modernization.
  • Manage client expectations and communicate delivery risks, dependencies, and trade-offs clearly.
  • Handle escalations calmly and professionally while driving issues toward resolution.
  • Identify scope creep early and manage changes through structured scope and change-control processes.
  • Balance client objectives with contractual scope, delivery commitments, and project economics.
  • Identify opportunities to extend or expand the engagement based on evolving client requirements.

Project & Delivery Management

  • Own overall scope, schedule, budget, resources, quality, and delivery from assessment through implementation, go-live, and hyper care.
  • Develop and maintain integrated project plans, migration-wave schedules, estimates, milestones, and resource plans.
  • Maintain and actively manage RAID logs, including risks, assumptions, issues, and dependencies.
  • Coordinate onshore and offshore teams comprising integration architects, functional consultants, developers, and testers.
  • Track dependencies across applications, infrastructure, security, integration, and business teams.
  • Plan and oversee cutover, rollback, production-readiness, and go-live activities.
  • Provide transparent reporting on project health, risks, decisions, financials, and delivery status to client and internal leadership.

Technical Governance & Strategic Leadership

  • Maintain an executive-level understanding of the existing integration landscape, including Oracle SOA Suite, OSB, Fusion Middleware, WebLogic, Oracle EBS, APIs, and EDI/B2B integrations.
  • Guide current-state assessment, integration inventory, complexity analysis, technical-debt identification, and migration-feasibility evaluation.
  • Oversee definition of the target-state OIC architecture, migration patterns, conversion approaches, and implementation sequencing.
  • Provide strategic technical guidance and help remove architectural or cross-team blockers without performing hands-on development.
  • Ensure the delivery team establishes and follows appropriate integration standards, architecture principles, development practices, and governance models.
  • Challenge technical recommendations constructively to ensure proposed solutions are scalable, supportable, secure, and aligned with the broader modernization strategy.

Stakeholder Engagement & Communication

  • Organize and facilitate discovery workshops, architecture reviews, technical design sessions, and migration-planning discussions.
  • Present modernization recommendations, risks, dependencies, alternatives, and migration strategies to senior and executive stakeholders.
  • Translate complex integration architecture and technical issues into understandable business, operational, financial, and delivery impacts.
  • Collaborate across Oracle EBS / Cloud Applications, infrastructure, security, networking, business, and integration teams.
  • Drive alignment and timely decision-making across multiple stakeholder groups.

Qualifications & Skills

  • 5+ years of experience managing client-facing technical projects, preferably within a consulting or systems-integration environment.
  • Demonstrated experience delivering at least one Oracle integration modernization or migration to OIC.
  • Strong conceptual and architectural understanding of EDI/B2B integration, including:

  • Industry experience within manufacturing, supply chain, logistics, or distribution.
  • Exposure to Agile, DevOps, and CI/CD-oriented delivery frameworks.
