Oracle Health Federal Testing Project Manager

The Oracle Health Federal Testing Team is seeking candidates to join the Testing and Quality
Assurance team. We support federal clients implementing and maintaining healthcare
technology solutions by helping teams plan, coordinate, monitor, and improve the work
required to deliver high-quality outcomes in regulated federal environments. Our purpose is to

We are looking for a Federal Project Manager to join our team. As a Federal Project Manager,
you will serve as a cross-functional facilitator and business management partner for the Federal
Testing and Quality Assurance organization. This role focuses on supporting the internal
operations of the organization through portfolio planning, governance, resource management,
operational reporting, compliance follow-through, and leadership visibility across multiple
workstreams and programs.

Your primary goal will be to bring structure, coordination, and accountability to a complex and
fast-paced environment by helping leaders manage priorities, monitor portfolio health, track
risks and dependencies, and support informed decision-making. You will work closely with
portfolio leaders, managers, testers, and other internal stakeholders to improve operational
effectiveness, workforce planning, and execution consistency across the organization.
The work you do will contribute to stronger planning, clearer visibility into organizational
priorities, improved delivery execution, and better outcomes for federal healthcare programs
supporting active-duty service members, veterans, and their care teams.

Responsibilities
• Establish and maintain portfolio operating cadence, including planning meetings, status
reviews, and leadership syncs.
• Coordinate activities across portfolio leaders, managers, testers, analysts, and internal
stakeholders.
• Support governance, compliance follow-through, and process standardization across
workstreams.
• Track milestones, dependencies, risks, issues, decisions, action items, and project
documentation.
• Facilitate meetings, document outcomes, and drive accountability for follow-up actions.
• Monitor portfolio health and escalate risks, blockers, resource constraints, and delivery
concerns.

• Support resource forecasting, workforce planning, staffing recommendations, and hiring
activities.
• Assist with operational and financial management activities, including forecasting and
reporting.
• Lead portfolio reviews, planning sessions, and team health assessments.
• Develop dashboards, reports, and leadership readouts to support decision-making.
• Maintain project artifacts using Jira, Confluence, SharePoint, MS Project, Excel, PowerPoint,
and related tools.

Qualifications
• 5+ years of project management, program coordination, business operations, or delivery
management experience.
• Undergraduate degree or equivalent experience.
• Experience supporting cross-functional teams across multiple projects, portfolios, or
workstreams.
• Strong written and verbal communication skills.
• Strong organizational skills with the ability to manage competing priorities.
• Demonstrated ability to establish structure, accountability, and reporting processes.
• Experience tracking risks, dependencies, schedules, deliverables, and operational metrics.
• Ability to work independently and collaboratively in a matrixed environment.
• Proficiency with Jira, Confluence, SharePoint, MS Project, Excel, PowerPoint, and related
tools.
• Ability to obtain and maintain required federal background check, clearance, or public trust
eligibility.

U.S. citizenship required due to client contracts and must be based on U.S. soil

Preferred Qualifications
• Experience supporting federal healthcare programs such as VA, DoD, or IHS.
• Familiarity with federal acquisition and government contracting processes.
• Experience supporting testing, QA, PMO, compliance, or business operations teams.
• Experience with workforce planning, resource forecasting, project financials, or operational
reporting.
• Experience leading portfolio reviews, business reviews, or operational planning sessions.
• Experience with Jira workflows, dashboards, reporting, and Atlassian tools.
• PMP, PMI-ACP, Certified ScrumMaster, SAFe, or similar certification.

US: Hiring Range in USD from: $70,600 to $148,300 per annum. May be eligible for bonus and equity.
