OT PLATFORM & SCADA SOFTWARE DEVELOPER

Summary

Develops and integrates software components for OT/SCADA systems, consolidating legacy applications into a unified, secure platform while ensuring operational continuity and cybersecurity compliance.

PRIMARY OBJECTIVE

Establish a verified inventory and capability map of the existing OT application portfolio interfaces data flows duplication dependencies and lifecycle constraints Define a vendor-neutral target architecture for common OT data integration visualization alarm event historian reporting identity audit and workflow services Reduce unnecessary standalone applications and duplicated functions through a controlled application-rationalization and migration roadmap Create reusable software components connectors and engineering standards that simplify future integration and reduce manual support effort Coordinate with internal stakeholders and related suppliers to identify practical secure and commercially sustainable implementation options

KEY RESPONSIBILITIES

OT Platform Unification and Application Rationalization

Assess DSM DFR PQ SCADA historian alarm reporting engineering and other OT applications across control centers and substations Document business and operational capabilities system owners interfaces data sources users licensing infrastructure cybersecurity posture and support arrangements Identify overlapping functions isolated data stores obsolete components integration gaps technical debt and opportunities for shared services Define target-state principles common data models integration patterns platform boundaries transition states and a prioritized consolidation roadmap Ensure the target design remains modular interoperable and maintainable and does not create unnecessary product lock-in

Software Development and Systems Integration

Design and develop middleware services APIs adapters data-normalization components event processing validation tools and automation scripts for OT integration Integrate operational data through open interfaces and relevant power-system protocols including IEC 60870-5-101 104 IEC 61850 DNP3 Modbus OPC UA DA and ICCP TASE 2 Implement common functions for dashboards alarms events trends historian access disturbance records PQ information reporting workflow identity and audit where technically appropriate Apply structured software engineering practices covering source control code review automated testing release management configuration management and technical documentation

Supplier and Stakeholder Coordination

Lead technical workshops with operations protection power quality telecommunications cybersecurity infrastructure database and engineering stakeholders Coordinate with existing and prospective suppliers to confirm interface availability data ownership performance limitations cybersecurity controls licensing impacts and migration dependencies Prepare technical requirements interface control documents evaluation criteria clarifications and proof-of-concept scopes for solution selection Evaluate options objectively against operational reliability interoperability maintainability cybersecurity scalability lifecycle effort and total cost implications

Testing Migration and Operational Support

Prepare and execute unit integration performance failover recovery cybersecurity Factory Acceptance Testing FAT and Site Acceptance Testing SAT test cases Plan phased migration coexistence cutover rollback and stabilization activities for live control-center environments Support incident diagnosis and root-cause analysis across software data interfaces servers networks and third-party application boundaries Maintain architecture decisions interface mappings configuration baselines release notes test evidence as-built documents and support procedures

OT Cybersecurity and Governance

Apply secure-by-design principles network segmentation least privilege role-based access control secure interfaces audit logging backup and disaster recovery Support compliance with the utility s cybersecurity policies IEC 62443 principles and applicable Saudi National Cybersecurity Authority OT requirements Ensure changes follow approved architecture change control testing release and operational-handover processes

The OT Platform & SCADA Software Developer will help the utility simplify and modernize its operational technology environment by consolidating fragmented applications into a secure, maintainable and vendor-neutral platform. The role will assess DSM, Digital Fault Recorder (DFR), Power Quality (PQ), SCADA, historian, alarm, reporting and related OT applications; define common platform services and interfaces; develop integration components; coordinate technical work with suppliers; and support phased migration without compromising control-center reliability or operational continuity.
