PA BERKS COUNTY-EARN Program Specialist

Job Description:

Salary: $45,000

Essential Functions:

· Develop and maintain relationships with new, existing, and prospective employers throughout the service area.

· Conduct individualized assessments to identify participants' employment, family, educational, and personal development needs.

· Assist with participant enrollment and ensure all required documentation and assessments are completed accurately and in a timely manner.

· Build professional one-on-one relationships with participants to identify and reduce barriers to employment and self-sufficiency.

· Provide ongoing case management, follow-up, coaching, and retention services.

· Initiate reemployment strategies for participants who experience job loss to minimize employment gaps and maintain program engagement.

· Ensure participants follow through with planned activities as outlined by program requirements and Individual Employment Plans (IEPs).

· Review participant qualifications and match candidates with appropriate employment opportunities.

· Assist participants with resume development, interview preparation, and job search activities.

· Conduct mock interviews and provide employment readiness coaching.

· Support hiring events, recruitment efforts, and employer outreach initiatives.

· Assist with the delivery of job readiness workshops, career development activities, and employability training.

· Encourage participant accountability and active participation in program activities.

· Support curriculum-related activities, portfolio development, interview preparation, and workforce readiness instruction.

· Complete all required documentation accurately and within established timelines.

· Enter and maintain accurate participant information in all required databases and reporting systems.

· Review participant files for completeness, accuracy, and compliance.

· Assist with file scanning, document management, weekly time and attendance, audits, data reconciliation, and quality control activities.

· Collaborate with internal staff to coordinate participant services and address emergent needs.

· Maintain flexibility in work assignments and provide support across program functions as operational needs require.

· Perform other duties and special projects as assigned.

Qualifications:

Education and Experience

· Associate degree in Human Services, Social Work, Education, Business, Workforce Development, or a related field required; Bachelor's degree preferred.

· Equivalent combinations of education and experience may be considered.

· Valid driver's license and reliable transportation may be required.

· Strong understanding of workforce development, employment services, adult learning, and case management principles.

· Excellent organizational and time management skills.

· Ability to work in a fast-paced environment.

· Strong interpersonal, communication, and customer service skills.

· Strong problem-solving and critical-thinking abilities.

· Ability to maintain accurate records and documentation.

· Proficiency with Microsoft Office and data management systems.
