Park Manager
The Opportunity:
- Develops, implements and oversees annual operating budget (revenue and expense) to deliver park programming and capital upgrades ensuring acquisitions are made according to established procedures and provides timely, accurate information on expenditures and revenue.
- Develops, implements and oversees annual operational plan ensuring efficiency, optimal customer service, security of assets and compliance with legislation and policy.
- Negotiates and establishes local partnerships and sponsorships to promote programs and events to attract visitors and enhance revenue
- Administers campgrounds (including central reservation), cottage leases (including site inspections, building codes, trespasses, encroachments and compliance) and park contracts/agreements such as service contracts.
- Conducts staffing for non-permanent, labour service and students every spring and permanent positions as required to meet park objectives
- Directs park operations ensuring priorities and expectations are communicated clearly and accountability for activities is understood. Provides direction and coaching to park staff including, performance assessment, training and development, coaching and advising, assigning work.
- Provides direction for and ensures the Ministry’s Safety Management Program is delivered according to the Ministry’s safe work procedures and OH&S legislation. Providing a safe work environment for staff and a safe environment for visitors.
- Develops, collaborates and implements park management strategies, operational plans, capital planning and ecosystem management plans.
- Interacts daily with park users and stakeholders. This includes investigating public complaints about park programs, policies and customer service and taking a lead role to resolve the issues locally.
- Educates, collaborates and negotiates with stakeholders, aboriginal and other interest groups on the need for Environmental stewardship and resource management
- Monitors commercial cottage and institutional lessees and service contractors’ performances to ensure compliance with lease agreement, contracts and public safety requirements. Negotiates resolution of solution.
- Implements and/or oversees resource management including vegetation management plans, prescribed burns, grazing, haying, resource exploration leases such as oil and gas
- Establish and maintain relationships with the Ministry of Environment to ensure appropriate service delivery of the “Enforcement Program”
- Establish regular and formalized interaction with park stakeholders through a “Park Advisory Board” – visitors, commercial lessees, cottage lessees, various clubs and First Nation groups.
- Communicates and maintains partnerships with other government agencies (provincially and federally) including Ministries of Environment, Highways, Agriculture, Government Relations, Justice, Central Services and Water Security Agency. And federal agencies such as Parks Canada and Fisheries.

- Executes and oversees the ministry’s strategic, operational, and branch plans across areas such as contract management, lease administration, building operations and preventative maintenance, energy management, capital projects, major maintenance, accommodation and space planning, and security services.
- Leads and mentors a diverse team, including building operators, general trades, maintenance staff, and park personnel.
- Engages with the public, external stakeholders, agencies, and industry representatives to address operational issues and establish partnerships.
- Develops and manages building operations, maintenance, and capital budgets and plans, ensuring financial performance is regularly analyzed to inform short- and long-term strategies.
- Oversees property acquisition and disposal, space portfolio analysis, and tenant improvements for government ministries, boards, commissions, and crown corporations.
- Develops and manages contracts and service agreements with private sector companies to deliver building and maintenance services.
- Monitors lease performance to ensure landlord services meet contractual obligations and client needs.
- Researches, analyzes, and advises on current and future provincial space requirements.
- Develops accommodation planning policies, space standards, and guidelines, and provides strategic planning with a focus on leasing strategies and transactions.
