Payroll & AB219 Administrator

The Payroll Administrator & AB219 Administrator is responsible for processing and maintaining accurate payroll records while ensuring compliance with California prevailing wage (AB219) requirements. This role supports payroll operations, certified payroll reporting, and labor compliance while collaborating with HR, accounting, dispatch, and operations. The ideal candidate is detail-oriented, organized, and experienced in handling high-volume payroll and compliance documentation in a fast-paced environment.


Essential Functions of the Position:

Payroll Administration

  • Process weekly payroll accurately and on time, including timecards, adjustments, and deductions.
  • Review and audit timekeeping records for accuracy, ensuring compliance with company policies and labor laws.
  • Maintain payroll records, employee data, and earnings history in the payroll system (UKG or equivalent).
  • Coordinate with HR and management on new hires, terminations, pay rate changes, and employee status updates.
  • Respond to employee payroll inquiries and resolve discrepancies in a timely manner.
  • Ensure compliance with federal, state, and local wage and hour laws.

AB219 & Labor Compliance Administration

  • Manage and administer AB219 (public works) projects, ensuring full compliance with prevailing wage requirements.
  • Prepare, review, and submit certified payroll reports accurately and on schedule.
  • Track project details, job classifications, wage determinations, and fringe benefits.
  • Maintain organized and audit-ready records for all AB219 and labor compliance documentation.
  • Coordinate with Sales, Dispatch, Credit, and Operations to ensure proper job setup and billing alignment.
  • Support audits and respond to compliance inquiries from agencies or clients.

Administrative & Reporting Support

  • Perform high-volume data entry with a high level of accuracy.
  • Maintain organized electronic and physical filing systems for payroll and compliance records.
  • Generate payroll, labor compliance, and project reports as needed.
  • Assist with month-end and year-end payroll processes, including reporting and reconciliations.
  • Support cross-functional teams to ensure accurate billing, job costing, and reporting.
  • Perform additional duties as assigned to support department operations.

Skills and Knowledge:

  • Strong understanding of payroll processes and prevailing wage (AB219) compliance.
  • High attention to detail and accuracy in data entry and reporting.
  • Strong organizational and multitasking abilities.
  • Excellent verbal and written communication skills.
  • Ability to handle confidential information with discretion.
  • Problem-solving mindset with the ability to meet deadlines.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, Teams).

Requirements:

  • Proven experience in payroll administration and/or labor compliance.
  • Experience with certified payroll and prevailing wage (AB219) strongly preferred.
  • Experience with payroll systems such as UKG or similar platforms preferred.
  • Ability to adapt in a fast-paced, high-volume environment.
  • Professional demeanor and strong teamwork skills.
  • High School diploma or equivalent; additional education in accounting, HR, or related field is a plus.
