Perform a broad range of complex and time sensitive payroll and benefit functions that directly support all WDFW programs and staff statewide.
Administer payroll services, serving as a key resource for employees and others by administering payroll services and responding to inquiries.
You will also support and coordinate health benefits, long term disability and leave programs, ensuring information is administered accurately and efficiently.
What to Expect:
Among the varied range of responsibilities held within this role, the Payroll Processor will,
Process Payroll and Benefits:
- Enter payroll actions as they are received from the Human Resources Department.
- Review and enter required payroll documents into appropriate systems.
- Enter taxable payments to employees into HRMS.
- Print and distribute required payroll documents.
- Research, analyze, audit, and resolve complaints, inquiries and problems dealing with pay, insurance benefits, state retirement, federal and state taxes, and recurring deductions at the request of the employees, agency managers, budget section, human resources, and other state and federal agencies.
- Act as a liaison between Department employees and insurance benefits related matters.
- Provide employees with information on where to locate forms and other requested information or materials, such as PEBB, Collective Bargaining Agreements (CBA), Retirement and Labor & Industries.
Process Timesheets in Total Time:
- Audit and authorize hours entered on timesheets for accuracy related to overtime, compensatory time, exchange time, vacation leave, sick leave, shared leave, and other types of leave taken twice a month during payroll cutoff.
- Verify that employees have leave balances greater or equal to the leave they have recorded.
- Determine if the hours are in accordance with Collective Bargaining Agreements, Washington Administrative Code (WAC) and Revised Code of Washington (RCW).
- Enter corrected timesheets into HRMS and/or Total Time for any retroactive payments and/or overpayments.
Benefits Administration and other duties as assigned:
Analyze and examine all medical, dental, long-term disability and retirement forms for completeness and accuracy.
Complete transmittals for transferring employees, filing, completing Verification of Employment forms.
Working Conditions:
Work setting, including hazards:
- Work environment is a busy office setting located at the Natural Resource Building in Olympia, Washington with potential for a hybrid option (see schedule information below).
- Office environment may include working under fluorescent light, repetitively entering data into computer and extended periods of sitting or standing.
Schedule:
- Requirement of 40% in-person with the possibility of 60% telework as determined after initial trail service period is passed and training is complete. Initial trial service period is 100% in person.
- Core business hours are typically Monday – Friday, 8:00 a.m.-5:00 p.m. Scheduled work hours may be flexible and occasionally include working more than 40 hours per week or weekends to meet deadlines during payroll cut-off and open enrollment periods (limited leave approved during this time).
Travel Requirements: Occasional travel may be required throughout the state to attend training, meetings, and conferences.
Customer Interactions: Large volume of communication with field and office staff by phone, email and in person.
Qualifications:
Required Qualifications:
Option 1: Associate degree in general studies, business, public administration, accounting, economics, statistics, or relevant field.
And
One (1) year of professional experience in accounting, budget, finance, payroll, or public administration.
Option 2: At least six (6) months of experience as a Fiscal Analyst 1.
Option 3: Equivalent experience which is equal to three (3) or more years of professional experience.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess one or more of the following:
- Knowledge of state laws, collective bargaining agreements (CBA) and various state agency policies as they pertain to payroll and leave and benefits entitlement.
- Professional knowledge of Generally Accepted Accounting Principles (GAAP), state government accounting rules and the Statewide Accounting and Administrative Manual (SAAM).
- Proficiency with Microsoft Office Suite and/or Office 365.
- Basic understanding of W-4 and Social Security and Medicare taxes.
Experience with:
- Washington State Agency’s SAP HRMS with responsibility performing the following tasks: processing payroll, benefit, and leave transactions, analyzing employee leave balances and adjusting leave accruals.
- Analyzing, reviewing, and reconciling data and reports within or between financial and administrative systems.
