Position Overview
The Government Services Integration Cluster is seeking a Senior PeopleSoft Functional/Quality Assurance Lead to provide senior-level functional expertise, project leadership, QA leadership, and coordination for the Ontario Public Service (OPS) enterprise HR/Payroll system.
The successful candidate will bring strong PeopleSoft HCM 9.2+ functional expertise, extensive knowledge of Human Resources and Payroll business processes, and significant experience leading functional analysis, design, configuration, testing, quality assurance, and functional teams throughout the project lifecycle.
The resource will support PeopleSoft HCM initiatives involving PUM upgrades, PeopleSoft Tools upgrades, new features and UI/Fluid changes, as well as functional and technical testing activities across the OPS enterprise HR/Payroll environment.
Key Responsibilities
PeopleSoft HCM Functional Leadership
- Provide senior functional expertise, project leadership, and coordination for functional design and delivery activities.
- Provide functional advice to clients and project teams by leveraging strong PeopleSoft HCM functional knowledge to meet Human Capital Management goals and objectives.
- Lead the analysis, design, and configuration of PeopleSoft HCM solutions.
- Provide specialized PeopleSoft HCM functional expertise for the OPS enterprise HR/Payroll system.
- Analyze, evaluate, and prioritize potential functional issues and provide recommendations for resolution.
- Identify opportunities to improve the design and configuration of PeopleSoft modules in use.
- Provide functional guidance throughout the entire project lifecycle, from requirements and analysis through design, configuration, testing, implementation, and delivery.
- Lead functional teams consisting of system analysts, senior functional analysts, OPS resources, and fee-for-service resources.
HR & Payroll Functional Expertise
- Apply significant knowledge of Human Resources and Payroll business functions within Oracle PeopleSoft HCM 9.2+ environments.
- Demonstrate understanding of PeopleSoft HCM integration points and related functionality.
- Work with PeopleSoft HCM capabilities including:
- Fluid/UI functionality
- PeopleSoft PUM upgrades
- PeopleSoft Tools upgrades

Quality Assurance & Testing Leadership
- Provide senior technical expertise, project leadership, and coordination for testing I&IT solutions.

- OPS enterprise HR/Payroll solutions

- Provide specialized PeopleSoft HCM technical expertise in testing the OPS enterprise HR/Payroll system.
- Apply established quality assurance principles, practices, tools, structures, and methodologies.
- Manage and support defect tracking and defect handling.
- Analyze, evaluate, and prioritize potential defects.
- Provide recommendations for defect resolution and testing improvements.
- Identify opportunities to improve testing quality, efficiency, and overall testing effort.
Project Leadership & Stakeholder Support
- Provide project leadership and coordinate functional and QA activities across multiple project stakeholders.
- Provide technical and functional advice to clients and project teams.
- Ensure PeopleSoft HCM solutions and testing activities support program and service goals and objectives.
- Communicate effectively with technical, functional, business, and project stakeholders.
- Coordinate activities across OPS and external/fee-for-service resources.
- Support decision-making by providing clear analysis, recommendations, and issue-resolution options.
Requirements
Mandatory Qualifications & Experience
Candidates must demonstrate the following:
- Minimum 5+ years of PeopleSoft HCM functional lead experience.
- Minimum 5+ years of Quality Assurance experience.
- Significant knowledge of Human Resources and Payroll business functions, particularly as they relate to Oracle PeopleSoft HCM 9.2+ applications and integration points.
- Demonstrated experience with PeopleSoft HCM functionality and technologies including:

Preferred / Nice-to-Have Qualifications
- PeopleSoft HCM functional expertise supporting the Ontario Public Service (OPS) enterprise HR/Payroll system.
- PeopleSoft HCM functional experience within a Public Service client environment.
- Knowledge and understanding of the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK).
- Knowledge and understanding of Information Management principles, concepts, policies, and practices.
- Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
Ideal Candidate Profile
The ideal candidate is a Senior PeopleSoft HCM Functional Lead / QA Lead who combines deep PeopleSoft HR/Payroll functional knowledge with strong QA leadership and project coordination experience.
The candidate should be capable of independently leading functional analysts, coordinating complex testing activities, managing defects, advising stakeholders, and supporting PeopleSoft HCM upgrades and enhancements across the enterprise HR/Payroll environment.
Candidates with direct OPS or Public Service PeopleSoft HCM HR/Payroll experience will be particularly relevant.
