We’re continuing to evolve and improve how we work, making this an exciting time to join One Manchester. As we deliver the ambitions set out in our Corporate Plan, we’re looking for people who share our values and want to help create inclusive, connected and sustainable places where people can thrive.

We’re proud of our inclusive, customer-focused culture and the way our colleagues work together to make a difference every day. We’re looking for people who share our values, care about customers and enjoy working collaboratively to improve services and communities.

About the role

We have an exciting opportunity to shape how One Manchester uses performance information and insight to improve services. As Performance & Insight Manager, you’ll lead our Insight, Intelligence and Performance (IIP) Business Partners and oversee the reporting frameworks, dashboards and deep-dive analysis that turn data into action, enabling better decisions and measurable improvement.

You’ll manage priorities, performance, capacity and delivery across the IIP Business Partnering team, ensuring its work is consistent and aligned with organisational objectives. As a trusted adviser to senior leaders, you’ll bring together performance information, operational intelligence and customer insight to identify risks, challenge thinking and translate evidence into clear recommendations. In doing so, you’ll help One Manchester become a more data-driven and intelligence-led organisation.

What you’ll be doing

- Lead and manage the IIP Business Partnering team, setting priorities, allocating resources and developing capability.

- Ensure the delivery of high-quality performance reporting, business intelligence, customer insight and analytical services.

- Provide expert interpretation of performance data, trends, risks and the voice of the customer to support strategic decision-making.

- Build effective relationships with senior leaders, offering trusted advice, constructive challenge and evidence-based recommendations.

- Oversee dashboards, performance reports, KPIs and insight products, ensuring accuracy, consistency and continuous improvement.

- Lead benchmarking, regulatory reporting and assurance activities, including TSMs and SDR submissions.

- Promote effective data governance, reporting standards and quality assurance processes.

- Lead deep-dive analysis into priority areas, identifying root causes and translating insight into practical actions that support measurable service improvement.

- Manage team resources, workforce planning, development and succession planning to ensure effective delivery.

- Support the Assistant Director in managing budgets, priorities and resources across the IIP function.

What we’re looking for

We’re after someone who has:

- Significant experience leading performance, insight, business intelligence or analytical functions.

- Strong analytical, reporting and business intelligence expertise, including the use of Power BI to develop and deliver dashboards, reporting suites, performance frameworks and insight products.

- Experience influencing senior stakeholders and supporting strategic decision-making

- Strong understanding of performance management, KPI development, target setting, trend analysis, benchmarking and exception reporting.

- Experience of leading and quality-assuring deep-dive analysis, customer insight and business intelligence activity, ensuring insight leads to measurable improvement.

- Excellent communication, presentation and relationship-building skills.

- A relevant degree, professional qualification or equivalent experience.

Desirable

- Experience within social housing, local government or a regulated environment.

- Knowledge of TSMs and housing regulatory reporting requirements.

- Experience of customer insight and satisfaction research.

- Working knowledge of SQL, DAX and data modelling.

- Experience of forecasting, predictive analytics, AI and data strategy development and delivery.

Why join us?

We know that great services start with great people. That’s why we’re committed to creating a workplace where colleagues feel supported, valued and able to grow. Alongside meaningful work and opportunities to develop, you’ll also benefit from:

- 27 days’ annual leave when you join us, rising to 30 days after three years’ service, plus UK bank holidays
- the option to buy or sell annual leave through our holiday scheme
- a genuine approach to agile and flexible working, dependent on the role
- an excellent pension scheme with an 11.4% employer contribution through the Smart SHPS DC salary sacrifice scheme
- supportive people policies that help you balance work and life
- Medicash healthcare cash plan membership, with Level 1 cover paid by us
- a 24/7 Employee Assistance Programme
- Perkbox, our benefits platform giving you access to hundreds of discounts, benefits and wellbeing resources
- a Cycle to Work scheme through Halfords
- access to Manchester Credit Union for affordable financial support, including loans, savings accounts and money guidance
- support to gain professional qualifications, with paid memberships fees for relevant professional bodies

Equality, diversity and inclusion

We’re committed to creating a diverse and inclusive organisation where everyone feels valued, respected and able to be themselves.

We welcome applications for employment from eligible candidates regardless of sex, race, disability, age, sexual orientation, gender reassignment, religion or belief, marital status, or pregnancy and maternity.

As part of our commitment to improving representation, we operate the Rooney Rule and aim to interview at least one ethnically diverse candidate for all roles, and at least one female candidate for roles within our Trades and Facilities teams where women are currently underrepresented.

We’re also committed to supporting flexible and agile working where possible.
