About the Role

We are seeking a highly capable Property Operations Manager to take full ownership of the day-to-day operations and financial performance of an approximately 80-door scattered single-family rental portfolio across the greater Cleveland area.
You will be responsible not only for keeping the portfolio running, but also for owning the numbers, identifying operational issues early, and improving performance across the portfolio.
Key Responsibilities:
Maintenance & Vendor Management
- Triage incoming maintenance requests, determine urgency, and coordinate appropriate vendor dispatch.
- Manage a network of 1099 field vendors and ensure work is completed efficiently and professionally.
- Approve maintenance spending within established not-to-exceed limits.
- Monitor vendor pricing against market benchmarks and identify opportunities to reduce repair costs.
- Track work orders from intake through completion and ensure they meet established service-level targets.
- Keep tenants informed throughout the maintenance process.
- Identify recurring property issues and recommend preventive or cost-saving solutions.
Section 8 & Regulatory Compliance
- Manage day-to-day relationships and communications with CMHA, EDEN Inc., and North Coast Housing Connections.
- Coordinate Housing Choice Voucher processes, including HAP contracts, tenant/PHA rent splits, and related documentation.
- Schedule and prepare properties for HQS/NSPIRE inspections.
- Conduct or coordinate pre-inspection reviews to identify issues before official inspections.
- Maintain a high first-pass inspection rate and promptly address failed inspection items.
- Prepare and submit voucher rent-increase requests and track approvals and effective dates.
- Maintain the portfolio's regulatory calendar, including lead-safe certifications, rental registrations, alarm/CO requirements, and other applicable compliance items.
Financial & Back-Office Operations
- Own rent collection and follow up on outstanding tenant balances.
- Monitor tenant portions of rent and manage delinquency follow-up.
- Reconcile tenant-paid and PHA-paid portions of rent.
- Verify that HAP deposits are received and posted correctly twice each month.
- Process vendor invoices and coordinate accounts payable activities.
- Manage the monthly utility workload and identify owner-liable water/sewer expenses.
- Monitor and improve utility recovery.
- Maintain accurate property-level records within the property management system.
- Work closely with the part-time bookkeeper on financial administration while maintaining appropriate segregation of duties. The bookkeeper will retain responsibility for trust-account disbursements and reconciliation.
Leasing & Renewals
- Coordinate with the local leasing agent on new tenant placements.
- Support the leasing process by ensuring properties are ready for occupancy.
- Coordinate annual lease renewals and related Section 8 requirements.
- Monitor upcoming vacancies and renewals to minimize days vacant.
- Identify potential turnover risks and address them proactively.
Requirements
- Scattered single-family property management experience is required. You have managed individual homes distributed across a market rather than exclusively managing apartment or multifamily communities.
- Hands-on Section 8 / Housing Choice Voucher experience is required.
- Experience working with housing authorities and understanding HAP contracts, tenant/PHA rent splits, voucher requirements, and HQS/NSPIRE inspections.
- Direct experience managing properties in Cleveland or Ohio.
- Experience working directly with CMHA, EDEN Inc., or North Coast Housing Connections.
- Experience with Rent Manager or similar property management platforms.
- Ohio real estate broker's license or eligibility to obtain one.
- Experience with AI-powered maintenance platforms such as Property Meld or Vendoroo.
- Experience with CompanyCam, RentCheck, or similar inspection and field-service platforms.
- Experience working in a lean, technology-first property management environment.
