PLANNER II or III-SR. PLANNER

Position Summary: Depending on the qualifications of the candidate, this position will be filled at either Planner II, or III/Senior Planner level. Position performs a wide range of current and long-range professional planning duties to effectively manage the growth and development of the Town. Duties include but are not limited to the formulation, implementation, and modification of the Town of Eagle’s Land Use and Development Code and comprehensive land use plans, bringing current projects through the development review process, managing consultants, and working with all department staff to ensure process and procedures are in place. This position is also responsible for aiding other Town of Eagle departments with a variety of special projects. Planner III is differentiated from Planner I and II in the complexity of cases, code amendments, and policy work completed. Performs other job-related duties as assigned.

This position is very dynamic and provides abundant opportunities for professional growth. The applicant should have a strong background in development review and project management but will be encouraged to pursue areas of interest and will have the ability to gain experience in many different facets of planning, community development, and economic development.

Essential Functions:

  1. Responds to inquiries from the public, applicants, and other Town of Eagle departments regarding planning, zoning, land use regulations, and department procedures.
  2. Facilitates pre-application conferences discussing and interpreting regulations, plans, and policies related to proposed projects.
  3. Processes, reviews, and analyzes land use applications for compliance with provisions of the Town's zoning code and applicable comprehensive and sub area plans and policies.
  4. Compiles and analyzes a variety of data on economic, social, and physical factors affecting land use, and prepares graphic and narrative reports on data. Presents staff reports and recommendations to the Planning Commission and Town Council.
  5. Formulates recommendations and prepares and presents technical staff reports and power point presentations for assigned land use cases to appointed boards and elected officials.
  6. Drafts and assists with the preparation of resolutions, ordinances and agreements related to land use applications.
  7. Researches, analyzes, drafts, and recommends amendments to the Town's zoning code and long-range plans. Plans and facilitates public meetings and community outreach efforts.
  8. Assists Director/Town Planner with budget preparation, expense tracking and other fiscal duties.
  9. Works in partnership with town staff to advance Departmental goals and objectives, as well as the Town’s broader strategic goals.
  10. Coordinate activities with outside agencies, and the public as it relates to land use applications, or other special projects.
  11. Works with other staff and the Code Enforcement Officer to enforce violations of the Town of Eagle’s zoning and municipal codes.
  12. Communicates responsibly and courteously to all customers; provides effective, efficient service to internal and external customers. Maintains effective working relationships throughout the organization and the community. Expertly utilizes communication skills including diplomacy, conflict resolution and mediation.
  13. May exercise management of interns or team members of special projects as assigned.
  14. Assists with the management of consultants hired to support the Town with planning projects.
  15. Prepares grant applications and administers grants as necessary.
  16. Participates in Town of Eagle committees, updating colleagues of planning related issues and questions.
  17. Establishes and builds relationships with community partners.

​​​​​​​Position Type and Expected Hours of Work

This is a full-time, benefits eligible position. Normal days and hours of work are Monday through Friday, with a typical 8-hour day, flexible between the hours of 7:30 a.m. to 5:30 p.m. Regular, predictable, and dependable on-site workplace attendance is an essential function of the job, however flexibility in scheduling is supported. Once fully trained, may telecommute ½ or 1 day weekly depending upon meetings & projects. Attends Planning & Zoning Committee meetings (1st and 3rd Tuesday at 6 p.m.), and various committee meetings that typically occur during regular business hours. Hours may vary with workload.
