Job purpose

To plan and follow-up the activities of LPG terminals/depots and CNG stations. This includes planning of fleet, equipment, and machines utilization as per design capacity, LPG cylinders production, LPG & CNG supply, LPG & CNG distribution, LPG storage, maintenance breakdown & shutdown, materials, and manpower in a cost-effective way that meets ADNOC Distribution HSSEQ standards and procedures.

Responsible to review LPG & CNG operations procedures and work instructions. Prepare scope of the contracts as per LPG & CNG requirements and manage & evaluate the contractors as per guidelines. Also, support in development of proposals for major modifications and implementation of new and updated technology, consolidation of teams’ OPEX, CAPEX, tracking & monitoring the performance against scorecard, budget, etc.

Job specific accountabilities (part 1)

Production, material & manpower planning:
  • Develop annual, quarterly, and monthly production plans based on the sales forecast. Ensure that production targets meet the sales requirement and implement processes and procedures consistent with ISO requirements to enhance production and achieve the required targets within given timeframes.
  • Prepare annual materials requirements of LPG cylinders and accessories, etc. Check and review all production units’ capabilities and other equipment such as air compressors, machines, laser printers, fleet, etc.
  • Calculate all production line productivity, manpower available, and man-hour/man-day required for each production line. Optimize manpower utilization by transferring from one line to another as required according to workload and to minimize overtime.
Supply chain planning (LPG, propane, butane & CNG):
  • Prepare monthly, quarterly, and yearly product demand plans based on the sales forecast received from business units (Retail Sales Group and Commercial Sale Group), department stock strategies, and existing inventory level at ADNOC Distribution terminals.

Job specific accountabilities (part 2)

Distribution planning (LPG, propane, butane & CNG):
  • Prepare yearly, quarterly & monthly distribution plans utilizing the resources at optimal level to fulfill the demand based on sales forecast received from business units (Retail Group & Commercial Group).
Maintenance (LPG terminals & CNG stations):
  • Plan maintenance and shutdown of LPG terminals & CNG stations and ensure that approved maintenance procedures are followed by the concerned department in maintaining plant & equipment to ensure their operational reliability, availability, and optimizing facility utilization for the business requirements of ADNOC Distribution.
  • Ensure implementation of predictive and preventive maintenance activities and repair programs carried out by the Maintenance Department to ensure reliability, availability, integrity, and safe operation of the plants.
Inventory control:
  • Monitor product losses/gains and compile monthly stock and product movement statements for all storage facilities and products at the depots.
  • Ensure sufficient strategic stock level of LPG at both Abu Dhabi and Al Ain depots in accordance with minimum stock level as planned.
  • Coordinate with ADNOC Refining and Gas Processing to reconcile monthly product supply related matters.
Budgeting and control:
  • Prepare and review annual capital, expense, and manpower budgets and coordinate for preparation & consolidation of the same for the LPG & CNG teams. Monitor periodically to ensure that departmental expenses and costs are in line with the budgetary provisions. Highlight any variances along with potential reasons.
Performance management, reporting and improvements:
  • Ensure timely compilation of data & statistics regarding the division's performance, major and minor accidents, progress on production plant projects and initiatives, OPEX and CAPEX reports, etc.
  • Identify and drive system improvements in areas related to demand planning. Ensure regular liaison with internal partners and external suppliers to maintain effective supply and reconcile any issues. Partner with IT and user departments to automate the forecasting and planning process.
Management of the contracts:
  • Monitor quality and progress of work performed by various contractors to ensure that work is completed as per company policies for technical, safety, quality, and environment.
  • Identify bottlenecks and recommend corrective action to ensure smooth and timely completion of the project at optimum cost.
  • Evaluate potential contractors and suppliers and their services for the various LPG & CNG services as required.

Job specific accountabilities (part 3)

Others:
  • Assist the management in conducting special studies, preparing analysis, reports, and recommendations at the managerial level on all matters related to LPG & CNG operations.
  • Assist the management in preparing the action plan for the Enterprise Risk Mitigation / Business Continuity Plan for the Division and Departments.
  • Represent Production Plants in audits performed by Internal Audit Division for the review/validation of operational procedures and address audit recommendations as per target timeline.
  • Coordinate with all the Departments regarding the strategic initiatives for the Division and ensure these are implemented.
  • Coordinate all the actions required for the Employee Engagement Survey and ensure the action plans are updated as and when required.
  • Participate and support digitalization initiatives like Digital Transformation and AI-based cylinder counting.
  • Prepare and support various audits like Internal Audit, HSEMS audit, ICFR audits, etc., and ensure corrective actions are completed on time.
  • Prepare weekly and structured business review (SBR) meeting progress reports for management reporting and review.

  • Plan, supervise, and coordinate all activities in the assigned area to meet functional objectives.
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective business objectives.

  • Provide input for preparation of the Department / Section budgets, assist in the implementation of the approved budget, and work plans to deliver business objectives.
  • Investigate and highlight any significant variances to support effective performance and cost control.
Policies, systems, processes & procedures:
  • Implement approved Department / Section policies, processes, systems, standards, and procedures in order to support execution of the Department / Section’s work programs in line with company and international standards.
  • Comply with all applicable legislation and legal regulations.
Performance management:
  • Contribute to the achievement of the approved performance objectives for the Department / Section in line with the company performance framework.
Innovation and continuous improvement:
  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards in order to define intelligent solutions for issues confronting the function.
Health, safety, environment (HSE) and sustainability:
  • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices, and ADNOC Code of Practices.

Reports

Minimum qualification

Bachelor's degree in an engineering discipline. Engineering bachelor's degree in mechanical, electrical, or any other relevant qualification.

Minimum experience, knowledge & skills

  • 6 years’ experience in planning and scheduling in major building/civil projects in a large organization, experience in LPG or CNG operations including planning.
  • Must be conversant with Primavera, MS Projects, MS Excel, MS Word, MS PowerPoint, etc.
  • Good knowledge of English.

Work condition, physical effort & work environment

Physical effort: Maximum work involved with computer. Also exposure to travelling, standing, walking, and climbing up to 30% of working time while conducting audits and inspections.

Work environment: Normally air-conditioned environment. Exposed to prevailing weather conditions during project site visits.
