Job context

HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis. This arrangement, confirmed until the end of 2026, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq Programme (regional office). Palestine Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis).

The mission's operational strategy relies on four pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA.

Your mission

The Policy and Advocacy Senior Officer in Palestine works under the responsibility of the Regional Advocacy and Communication Manager, and in close collaboration with the Country Director, the Federal Advocacy and Institutional Relations team (AIR) and the Federal communication team. He or she contributes to the design, implementation and follow-up of HI policies and advocacy strategies related to the Palestinian crisis, on national, regional and international levels.

Mission 1: Strategy and steering

  • Responsibility 1.1: Analyse the humanitarian environment and define HI positions
  • Responsibility 1.2: Develop and update advocacy strategies and action plans

Mission 2: Operational implementation

  • Responsibility 2.1: Ensure that advocacy is based on reliable and up-to-date evidence and data
  • Responsibility 2.2: Organize the effective influence and outreach of HI vis-à-vis key decision-makers and networks
  • Responsibility 2.3: Ensure HI internal communication and ownership
  • Responsibility 2.4: Contribute to fundraising efforts
  • Responsibility 2.5: Contribute to support or to implement the program’s emergency preparedness actions, and, in case of emergency, adapt his or her way of working in order to contribute to an efficient humanitarian response from HI.

Mission 3: Standards and expertise

  • Contribute to raising the quality and internal ownership of HI advocacy work
  • Comply with and promote HI quality standards and internal procedures relating to advocacy

Mission 4: Communication

Characteristics of the position

Due to the current difficulties in obtaining an authorization to enter Gaza, it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.

Requirements

Your profile

  • Degree in International Law (IHL, IHRL, Human Rights, Refugee Law etc.), International relations, political science or equivalent degree or with significant experience
  • Experience: 5 years including 3 in emergency settings (field experience)
  • Experience in context analysis, policy development in relation to principled humanitarian action
  • Experience in advocacy work
  • Experience in networking and active participation in conference or forum, including at high levels
  • Fluent knowledge of Arabic is preferred

  • Paid leaves: 25 days per year
  • R&R: according to the level of the mission if based in Amman, Jordan 1 day per month and if based in Gaza it’s a specific R&R
  • Position: Unaccompanied
  • Housing: Collective taken in charge by HI
