Description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Portfolio Manager, Federal based in the United States.

We are seeking an experienced Portfolio Manager to lead the delivery, financial performance, customer relationships, and strategic growth of a portfolio of federal government programs and contracts. In this leadership role, you will oversee program and project managers, guide technical delivery teams, and serve as a trusted partner to senior government stakeholders. You will balance hands-on customer delivery with portfolio oversight, personnel development, contract compliance, and business development. Working across delivery, finance, contracts, recruiting, and HR, you will ensure programs meet contractual commitments while maintaining strong customer satisfaction and operational performance. You will also identify opportunities to expand existing accounts, strengthen delivery capabilities, and develop high-performing teams. This remote opportunity is ideal for a strategic, customer-focused leader with federal program experience and a strong understanding of cybersecurity services.

Accountabilities

  • Program and Delivery Oversight: Lead the performance of programs, projects, and task orders across the assigned federal portfolio. Ensure work is delivered on schedule, within budget, and in accordance with contractual scope, quality standards, and customer expectations. Monitor milestones, staffing, risks, dependencies, and corrective actions while ensuring deliverables are accurate and submitted on time.

  • Personnel Leadership and Development: Serve as the first-line supervisor for assigned employees, providing coaching, performance management, regular feedback, and career development support. Conduct one-on-one meetings and performance reviews, address personnel concerns in collaboration with HR and delivery leadership, and oversee timecards, leave requests, workload, utilization, and other personnel actions.

  • Account Growth and Business Development: Develop and execute account growth strategies, identifying opportunities to expand existing programs through additional scope, task orders, contract vehicles, and adjacent customer requirements. Partner with business development and capture teams to qualify and pursue opportunities, monitor customer acquisition priorities and procurement activity, and align recruiting and staffing forecasts with anticipated growth.

  • Customer Relationship Management: Act as the senior point of contact for key federal customers, building trusted relationships with government program managers, contracting stakeholders, and technical leaders. Conduct regular account reviews, monitor customer satisfaction, address concerns proactively, and ensure delivery teams remain aligned with evolving mission priorities.

  • Contract Compliance and Administration: Maintain oversight of contractual scope, funding, labor categories, staffing requirements, deliverables, periods of performance, option periods, and reporting obligations. Collaborate with contracts and finance teams to maintain compliance with government and organizational requirements, monitor contract funding and burn rates, and ensure personnel are appropriately assigned and follow applicable security and timekeeping procedures.

  • Financial and Operational Management: Maintain accountability for portfolio revenue, labor utilization, costs, margins, forecasts, and profitability. Review timekeeping, support accurate and timely customer invoicing, resolve billing discrepancies, and implement corrective actions when financial or operational performance deviates from expectations. Maintain a target of approximately 50% individual billable utilization, subject to portfolio needs and business priorities.

  • Metrics and Performance Reporting: Establish and maintain account-level performance scorecards covering revenue, margins, staffing, utilization, vacancies, deliverables, customer satisfaction, invoicing, contract funding, and growth opportunities. Provide regular reports and forecasts to leadership, maintain visibility into risks and opportunities, and support informed resource allocation and business decisions.

  • Team and Organizational Development: Provide direction to program and project managers, technical leads, and delivery personnel. Build a cohesive account team with clear accountability, coordinate staffing and recruitment needs, mentor emerging leaders, and promote collaboration, professional development, customer service, and operational excellence.

  • Delivery Improvement and Thought Leadership: Develop and maintain engagement plans, staffing forecasts, financial reports, statements of work, change orders, and compliance documentation. Contribute to delivery methodologies, templates, service catalogs, standard operating procedures, certification roadmaps, and thought-leadership initiatives such as white papers, blogs, and professional events.

  • Requirements:

    • Education: Bachelor's or master's degree in engineering, computer science, management information systems, or a related field.

    • Professional Experience: 7–10 or more years of relevant experience, including at least 3 years managing consulting or professional services teams and/or federal programs.
